PENSATE FOR THE DIFFERENCE BETWEEN MISCELLANEOUS
REVENUE AND THE AMOUNT RAISED BY TAXATION; PREPARES
PERIODIC REPORTS ON THE EFFICIENCY AND ECONOMY OF
COUNTY AGENCIES; ANALYZES COMPLEX BUDGET REQUESTS
AND MAKES RECOMMENDATIONS TO BUDGET DIRECTOR; SU-
PERVISES AND PARTICIPATES IN STUDIES OF THE ORGANIZA-
TION, METHODS, AND PROCEDURES OF COUNTY AGENCIES;
PARTICIPATES IN COUNTY COUNCIL BUDGET HEARINGS AND
GIVES EXPLANATION OF BUDGET REQUESTS: PERFORMS
SPECIAL ASSIGNMENTS AS DIRECTED; ACTS FOR THE CHIEF
BUDGET OFFICER IN HIS ABSENCE, IN ACCORDANCE WITH
PROVISIONS OF THE HOWARD COUNTY CHARTER.
1. MINIMUM EXPERIENCE AND TRAINING
GRADUATION FROM A RECOGNIZED UNIVERSITY OR COL-
LEGE, WITH SPECIALIZATION IN BUSINESS ADMINISTRATION,
GOVERNMENT, PUBLIC ADMINISTRATION OR A CLOSELY RE-
LATED FIELD: PLUS FIVE (5) YEARS EXPERIENCE IN BUDGET-
ING, INCLUDING EXPERIENCE IN ORGANIZATION AND METH-
ODS ANALYSIS OR CLOSELY RELATED WORK.
2. THE BUDGET ADMINISTRATOR SHALL BE APPOINTED
BY THE COUNTY ADMINISTRATOR, SUBJECT TO THE APPROVAL
OF THE COUNTY EXECUTIVE.
b. e. Classified Service Employees.
All other officers and employees not in exempt service.
NOTE: Upon recommendation of the Executive, the Council may, by
Legislative action, establish additional exempt positions.
Section 2. And, be it further enacted by the County Council of
Howard County, Maryland, That this Act take effect sixty (60) days after
its enactment.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on June 4, 1971.

An Act repealing and re-enacting, with amendments, Section 3.402
of the Howard County Code, establishing the duties and responsi-
bilities of the Howard County Plumbing Code Advisory Committee.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Section 3.402 of Title 3 of the Howard County Code, titled
"Buildings", subtitle "Plumbing Code," is hereby repealed and re-enacted,
with amendments, to read as follows:
3.402—Duties and Responsibilities of the Committee
The Plumbing Code Advisory Committee shall review the Howard
County Plumbing Code and shall submit to the County Council its recom-
mendations for changing and revising the Plumbing Code each year during
the Council's annual legislative session.
