CHAPTER 59
(House Bill 746)

AN ACT to add new Section 7B to the Code of Public Local Laws of
St. Mary's County (1970 Supplement, being Article 19 of the Code
of Public Local Laws of Maryland), title "St. Mary's County,"
subtitle "Circuit Court," to follow immediately after Section 7A
thereof, to provide for compensation and appointment of a secretary
for the Judge of the Circuit Court.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 7B be and it is hereby added to the Code of Public
Local Laws of St. Mary's County (1970 Supplement, being Article 19
of the Code of Public Local Laws of Maryland), title "St. Mary's
County," subtitle "Circuit Court," to follow immediately after Section
7A thereof, and to read as follows:

7B.

(a)    Any Judge of the Seventh Judicial Circuit resident in St.
Mary's County may appoint a competent secretary who shall have had
some previous experience in secretarial work, involving duties that
demonstrate the ability to make rapid and accurate transcripts and
to exercise independent judgment. The secretary may serve as a
deputy to the Clerk of the Circuit Court for St. Mary's County.

(b)    The salary for the secretary shall be paid by the Clerk of
the Circuit Court for St. Mary's County in accordance with the salary
scale for comparable employment as established by the office of the
State Comptroller. The County Commissioners of St. Mary's County
shall reimburse the Clerk of the Court for one-half of the salary. The
compensation paid by the County Commissioners shall be levied
annually by the County Commissioners of said County and charged
to the expenses of the Circuit Court for St. Mary's County.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
