the claim and the report of its representatives and shall determine the
amount, if any, of the damages to be awarded and the commission's
award shall be final. No award or payment on any such claim shall
be made unless it is completed and filed with the commission within
seven days from the date of appointment of the appraisers. Awards
shall in no case exceed the fair market value of such livestock or
poultry as food products.

Section 8. Be it further enacted, that Section 3-24 of said Code,
title and article be and it is hereby repealed and re-enacted with
amendments, to read as follows:

Section 3-24. Disposition of dogs suspected of worrying, wounding
or killing livestock.

Any warden or other person who has reason to believe that any
dog has been worrying, wounding or killing livestock but which has
not been found in the act, may apply to a [trial magistrate] district
court
of the district, or adjoining district, in which such dog may be,
who shall issue a warrant requiring the owner or custodian, if known,
to appear before him at a time and place named therein, at which
time evidence shall be heard, and if it shall appear that such dog is a
livestock or poultry killer or has committed any of the depredations
mentioned in this section, the dog shall be ordered surrendered to the
dog license commission or its designated representative to be de-
stroyed in the most humane manner possible; provided, however, that
any such dog either known to be or suspected as a killer shall be al-
lowed to remain in its owner's possession upon his posting a bond or
surety acceptable to the dog license commission in the amount of
three hundred dollars as a guarantee to the commission for the pay-
ment of any further claims filed as a consequence of damages caused
or participated in by such dog.

Section 9. Be it further enacted, that Subsections (a) and (c)
of Section 3-30 of said Code, title and Article, be and they are hereby
repealed and re-enacted with amendments to read as follows:

Section 3-30. Further unlawful acts concerning dogs.

(a) Female dog in season. The owner or agent of the owner of
any female dog in oestrus or a condition commonly known as "in
heat" or "in season" must so guard and protect such dog that she will
not be out of doors except during the process of conveying the dog to
a place suitable for the purpose of medical treatment, boarding or
breeding and under the immediate control of the owner or agent, and
anyone violating this section, upon conviction before a [trial magis-
trate] district court or the circuit court for the county, shall be fined
a sum not to exceed twenty-five dollars and upon a second conviction
shall be fined not less than one hundred dollars nor more than two
hundred dollars.

(c) Dog bites. Any owner, keeper or harborer of a dog known
to have bitten any person must immediately report such bite to the
