(House Bill 285)
AN ACT to repeal and re-enact, with amendments, Section 142 of
Article 26 of the Annotated Code of Maryland (1966 Replacement
Volume and 1971 Supplement), title "Courts," subtitle "District
Courts," amending the laws concerning the locations of the Dis-
trict Court for Baltimore County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 142 of Article 26 of the Annotated Code of Maryland
(1966 Replacement Volume and 1971 Supplement), title "Courts,"
subtitle "District Courts," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
142.
In order to provide that the services of the District Court are
available in all [geographic] areas of District 8, [at least one judge
shall sit regularly in each councilmanic district of Baltimore County]
there shall be five court locations in separate geographic areas of
Baltimore County, and at least one judge shall sit regularly in each of
these five locations. THERE SHALL BE A COURT FACILITY
PHYSICALLY LOCATED IN EACH OF THE FOLLOWING
AREAS:
AREA 1—ELECTION DISTRICTS 1 AND 13,
AREA 2—ELECTION DISTRICTS 2 AND 3,
AREA 3—ELECTION DISTRICTS 8 AND 9,
AREA 4—ELECTION DISTRICTS 14 AND 15,
AREA 5—ELECTION DISTRICT 12.
AT LEAST ONE JUDGE SHALL SIT REGULARLY IN EACH
OF THESE FIVE LOCATIONS.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

and (c) of Section 25 of Article 2B of the Annotated Code of
Maryland, (1968 Replacement Volume, 1971 Supplement), title,
