Maryland (1930 Edition), title "Allegany County," subtitle "Circuit
Court," be and it is hereby repealed and re-enacted, with amendments,
and to read as follows:
34.
The County Commissioners of Allegany County are [hereby
authorized and] directed to pay to the Clerk of the Court, to be
expended under the direction of the Judges of said Court for the
augmentation, maintenance and upkeep of the library of said Court
such sums of money as said Judges may from time to time request
for the purpose aforesaid; such sums in the aggregate not [to exceed
in any one year] less than the sum of Three Thousand ($3,000.00)
Dollars in any one Year. Provided, however, that such payments shall
be made only in the event the amounts received by said Clerk for
the aforesaid purposes from fines and forfeitures, as provided by
Section 5 of Article 38 of the Annotated Code of Public General Laws
of Maryland, shall be insufficient for said purposes.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 43
(House Bill 13)
AN ACT to repeal and re-enact, with amendments, Section 43 (b)
of Article 40 of the Annotated Code of Maryland (1971 Replace-
ment Volume), title "General Assembly," subtitle "Prefiling of
Legislative Bills," amending the laws concerning the prefiling
of legislative bills in order to change the provisions concerning
the numbering of these bills.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 43 (b) of Article 40 of the Annotated Code of Mary-
land (1971 Replacement Volume), title "General Assembly," sub-
title "Prefiling of Legislative Bills," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
43.
(b) The Department shall keep during the prefiling period author-
ized herein a list of all bills and joint resolutions filed with it under
this section for introduction in the General Assembly. The list shall
be kept in serial order with one series of numbers for Senate Bills,
one for Senate Joint Resolutions, one for House Bills and one for
House Joint Resolutions. [The first numbers of bills and joint reso-
lutions for the Senate and House shall be reserved for the legisla-
tive proposals prepared by the Legislative Council and thereafter
any requests for prefiling of bills or joint resolutions shall be num-
bered in the discretion of the Department. No particular number
shall be granted or reserved for any bill or joint resolution.]] The
prefiled bills also shall be numbered consecutively in a PF series.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
