2430                             County Local Laws

Section 1-214(g).

The effective date for all advancements in pay shall be the first
day of the normal pay period [immediately following] nearest to
the date that service requirements are met or the recommendation
is made. The personnel officer shall assure that department heads are
advised in advance of the completion of minimum service require-
ments for pay advancements.

Section 1-217(27).

Community [and industrial] affairs and information officer
[administrator]. Graduation from a university or college of recog-
nized standing, [some graduate level achievement or a master's
degree desirable; five years of experience in a responsible adminis-
trative or supervisory position, involving a significant degree of
educational and informational liaison and communication with the
public; or any equivalent combination of education and experience]
preferably with major work in public or business administration,
journalism or other fields applicable to County Government. Three
(3) years of experience in public and/or press relations or related
experience involving informational and educational liaison and com-
munication; or any equivalent combination of education and experi-
ence.

Section 2. And be it further enacted, That new Section 1-217
(28) be, and it is hereby added to said Code, Title, Subtitle and
Article, to follow immediately after Section 1-217(27) thereof, to
read as follows:

Section 1-217(28).

Community affairs assistant. Graduation from a university or
college of recognized standing, preferably with major work in public
