Subtitle 20, "Grading and Sediment Control"

Article V—Basic Design Requirements
Section 12-2019. EROSION AND SEDIMENT CONTROL.

All grading plans and specifications shall provide for the
following:

(1)    Development shall be fitted to the topography and soils so
as to create the least erosion potential.

(2)    Natural vegetation shall be retained and protected where-
ever possible.

(3)    Only the smallest practical area shall be exposed, and only
for the shortest practical period of time.

(4)    Erosion control practices (such as interceptor ditches,
berms, terraces, contour ripping, soil erosion checks and sediment
basins) shall be installed to minimize soil and water losses.

(5)    Temporary vegetation and/or mulching shall be used to
protect critical areas exposed during the time of development.

(6)    During and after development, provisions shall be made
to effectively accommodate increased runoff caused by changeable
CHANGES IN soil and surface conditions, and to avoid siltation of
receiving streams.

(7)    Permanent vegetation and structures shall be installed in
the development as soon as the weather permits.

Section 12-2020. STEEP SLOPE EROSION AND SEDIMENT
CONTROL MEASURES.

(1) Development may occur within steep slope areas provided

that a minimum of thirty percent (30%) of the lot or parcel upon

which the principal structure is to be situated, is less than fifteen
percent (15%) grade and contiguous to a road meeting Anne Arundel
County design standards. The extent of permitted cutting and filling
on any lot shall be based upon the soil conditions at the site as deter-
mined by the Department of Inspections and Permits, acting upon
the recommendations of the Soil Conservation District and the De
-
partment of Public Works. Construction on piling and/or supports
shall be
permitted.

(2) All roads and streets shall be placed as close to the con-

tour as possible.

(3) Construction of all structures shall be preceded by the in-
stallation of storm drainage system(s) and stabilization measures.

(4) In the case of a single lot development within such areas

where no central storm drainage system exists, runoff from drive-

ways, roofs and other improved surfaces shall be diverted and carried
to an acceptable outlet by any one or a combination of the
following
methods: filtration bods, subsurface dry wells, storm drainage sys
-
tems and/or underground conduit systems, or other adequate or pro-

tected outlets.
