2366                               Municipal Charters

first day of July in the year for which they are levied and shall be overdue
and in arrears three months thereafter. They shall bear interest while in
arrears at the rate of one percent (1%) for each month or fraction thereof
until paid. The Mayor and Common Council shall also have the authority
to levy a half-year tax on new construction, which tax shall be due and
payable on the first day of January in the year for which such tax is levied
and shall be overdue and in arrears three months thereafter and shall
bear the same rate of interest while overdue and in arrears as provided
for taxes due and payable on the first day of July. All such taxes overdue
and in arrears for a period of one year may be sold by tax sale as provided
in this article or as provided by the Public General Laws of the State
of Maryland.

Section 2. BE IT FURTHER RESOLVED that this Charter Amend-
ment shall become and be considered a part of the Municipal Charter, in
all respects to be effective and observed as such, upon the fiftieth day after
the date of adoption, unless on or before the fortieth day thereafter there
shall be presented to the Mayor and Council of the City of Westminster,
or mailed to it, a petition for referendum in accordance with the provisions
of Section 13 (g) of Article 23A of the Annotated Code of Maryland.

Section 3. AND BE IT FURTHER RESOLVED that a complete and
exact copy of this Resolution shall be posted in the City Hall of the City
of Westminster or some public place for a period of at least forty days
following its adoption and further that this Resolution shall be published
in a newspaper of general circulation in the City of Westminster for not
less than four times, at weekly intervals, within a period of forty days
after the adoption of this Resolution.

Section 4. AND BE IT FURTHER RESOLVED that as soon as the
Charter Amendment hereby adopted shall become effective the Mayor of
the City of Westminster shall send separately by registered mail to the
Secretary of the State of Maryland and to the Department of Legislative
Reference the following information concerning the Charter Amendment:
(1) A complete copy of their Resolution; (2) the date of the referendum
election, if any, held with respect thereto; (3) the number of votes cast
for or against the Resolution whether by the Common Council of Westmin-
ster or in a referendum; and (4) the effective date of the Charter Amend-
ment.

Section 5. AND BE IT FURTHER RESOLVED that the Mayor of
Westminster be and he is specifically enjoined and instructed to carry out
the provisions of Sections 3 and 4 hereof and as evidence of compliance
herewith the Mayor shall cause to be affixed to the minutes of the meet-
ing in which this Charter Amendment shall have been adopted, (1) appro-
priate certification of publication of the newspaper in which this Resolu-
tion shall have been published, and (2) the return receipts of the mailing
referred to in Section 4, and shall further complete and execute the Certifi-
cate of Effect attached hereto.
