RESOLUTION:
On MOTION of Mr. Babylon, seconded by Mr. Eckard and unani-
mously passed, The Rules of Order and Procedure for City Council were
suspended to permit passage of Charter Resolution No. 6 (Taxes). There-
after, on MOTION of Mr. Babylon seconded by Mr. Eckard and unani-
mously passed, the above-mentioned amendment to the City Charter was
adopted, the effective date thereof to be November 2,1971.
CHARTER RESOLUTION NO. 6
Resolution of the Mayor and Common Council of Westminster
adopted pursuant to the authority of Section 3 (Home Rule) of Article
XI-E (Municipal Corporations) of the Constitution of Maryland and
of Section 13 of Article 23A of the Annotated Code of Maryland (1966
Replacement Volume, as amended), title "Corporations—Municipal,"
subtitle, "Home Rule," to amend the Charter of The Mayor and
Common Council of Westminster (being Sections 737 to 807, in-
clusive, as amended, of the Code of Public Local Laws of Carroll
County (1955 Edition, as amended, and being Article 7 of the Code
of Public Local Laws of Maryland),) by amending Section 790 of
said Article 7 by repealing and re-enacting said section and providing
for half year assessments on new construction and a one percent
(1%) interest charge for each month of taxes overdue and in arrears.
Section 1. BE IT RESOLVED by The Mayor and Common Council
of Westminster that the Charter of said Municipal Corporation be and the
same is hereby amended by repealing Section 790 of said Charter and re-
enacting the same to read as follows:
790. Taxes; tax rate, collection.
The Mayor and Common Council of Westminster shall levy annually
a general tax on the property in said corporation assessed as provided by
Section 789 of this Article. Such taxes shall be due and payable on the
