2290                                Municipal Charters

NOW THEREFORE BE IT RESOLVED by the City Council of New
Carrollton that Section 6a of the City Charter, entitled "Qualifications of
Voters" be amended as follows:

6a. Qualifications of Voters. Every person who is a citizen of the
United States, is at least [twenty-one] eighteen years of age, and who
has resided within the corporate limits of the City for at least six months
next preceding any City election, shall be eligible to register in accordance
with the provisions of this Charter, and if registered shall be entitled
to vote at any or all City elections.

ADOPTED BY THE CITY COUNCIL OF THE CITY OF NEW CAR-
ROLLTON THIS second day of June, 1971.

                     New Carrollton Charter Amendment No. 71-10

A Resolution to adopt an amendment to the Charter of the City
of New Carrollton, Prince George's County, Maryland, amending Sec-
tion 6.c. of said Charter (Section 9 of Article 17 of the Code of Public
Local Laws of Maryland, Everstine's 1963 Edition, as amended, and
registered pursuant to Article 23A, Section 11, et seq., of the Anno-
tated Code of Maryland, 1957, as amended), entitled "Registration
of Voters—Removal." To modify the conditions under which persons
must be removed from the City registration list.

WHEREAS, the Charter of the City of New Carrollton presently pro-
vides for the removal of persons from the voter registration list who have
not voted in at least one of the last three general City elections; and

WHEREAS, there are a number of registered voters who have not
voted in one of the last three general city elections, but who have voted in
special city elections during the past three years and who are still other-
wise qualified registered voters in the City of New Carrollton; and

WHEREAS, the City Council concurs with the recommendation of
the Board of Elections that the intent of the removal provisions in the
Charter is to eliminate those persons who no longer reside in the City and
not to penalize any person who does not exercise his right to vote at a
general election.

NOW THEREFORE BE IT RESOLVED by the City Council of the
City of New Carrollton that Section 6.c. of the Charter of the City of
New Carrollton, entitled "REGISTRATION OF VOTERS—REMOVAL,"
be amended as follows:

c. Removal. It shall be the duty of the Board of Elections to keep the
City registration list up to date by striking from the [lists] list any per-
son not voting in any City election in at least one of the last three prior
consecutive [City general election.] years. The Board of Elections shall
notify by mail all persons so removed from the City registration list, and
said notice of removal shall set forth a time and a place at which persons
so removed may appeal this action to the Board of Elections. The Council
