tuted against it or to give any person, corporation, partnership or associa-
tion, any right to institute any suit against [said Mayor and Council]
the City which did not exist prior to June 1, 1953. [; and provided further,
that no] No action taken by the [Mayor and Council] City in an effort
to effectuate a settlement of any claim or suit authorized to be settled
by the provisions of this section [,] shall be taken as an admission of
liability on the part of the [Mayor and Council,] City, or otherwise used
against the [said Mayor and Council] City respecting its liability or
asserted to be any liability of the [Mayor and Council] City in any suit
instituted by a claimant to enforce his claim.
SECTION [26.] 23. LEGISLATIVE INTENT.
Notwithstanding any other evidence of the legislative intent, it is
hereby declared to be the legislative intent that if any provision of this
Act, or the application thereof to any person or circumstances, is held
invalid by any Court of competent jurisdiction, the remainder of the Act,
and the application of such provision to other persons or circumstances,
shall not be affected thereby.
SECTION 22. CODE OF ETHICS.
The Council shall adopt a code of ethics applying to all persons in
the service of the City, such code to be on file for public inspection in the
offices of the City.
New Carrollton Charter Amendment No. 71-9
A Resolution to adopt an amendment to the Charter of the City
of New Carrollton, Prince George's County, Maryland, amending Sec-
tion 6a of said Charter (Section 9-10 of Article 17 of the Code of
Public Local Laws of Maryland, Everstine's 1963 Edition, as
amended, and registered pursuant to Article 23A, Section 11, et seq.,
of the Annotated Code of Maryland, 1957, as amended), entitled
"Qualifications of Voters," to reduce from age 21 to age 18 the mini-
mum age qualification for registration to vote in City elections.
WHEREAS, the City of New Carrollton did conduct a general mu-
nicipal election on May 3, 1971, as provided in the Charter of the City
of New Carrollton; and
WHEREAS, the following advisory referendum question was placed
on the ballot of the aforesaid general election:
"Do you favor lowering the minimum age requirement for voting in
municipal elections from 21 years to 18 years"; and
WHEREAS, the final tally on the aforesaid ballot question was 453
votes for the question and 330 votes against the question, the results having
been certified by the Board of Elections and officially accepted and ap-
proved by the Mayor and Council in public session on May 6, 1971; and
WHEREAS, the City Council proposes to amend the Charter of the
City of New Carrollton in accordance with the wishes of the voters as
reflected by the results of the ballot on May 3, 1971,
