One, the following amendments numbered 71-1 through 71-8 consecutively
and inclusively, are hereby adopted by the Mayor and Council of the City
of New Carrollton:

New Carrollton Charter Amendment No. 71-1
An Amendment to the Charter of the City of New Carrollton, Prince
George's County, Maryland, changing the form of government of the City
by adding a Councilman, making the Mayor the chief executive officer of the
City, making the Council the legislative body of the City, providing for
Council meetings, revising the duties of the Treasurer, providing for citizen
advisory boards, renumbering Sections 3, 4, 7 and 8 of the Charter, and
editing the texts of said sections to effect these changes.
SECTION 3. GOVERNMENT OF [TOWN] THE CITY.
a. Election and Terms of Office. The government of [said town]
the City shall be vested in a Mayor and [four Councilmen], a Council of
five members, elected at large. On the first Monday in May [1966] of each
even-numbered year, there shall be a general election as herein provided,
at which a Mayor and two Councilmen shall be elected [for a two year
term,] to two-year terms, [and at which two Councilmen shall be elected
for one year terms. At each annual election beginning on the first Monday
in May 1967,] On the first Monday in May of each odd-numbered year,
there shall be a general election as herein provided at which [two] three
Councilmen shall be elected for two-year terms, [to succeed the two
Councilmen whose terms shall expire at that time. At the general elec-
tion in May 1968, and at each second general election thereafter, a Mayor
shall be elected to succeed the Mayor whose term of office shall expire at
that time.]
b. (1.) [Same, Tenure.] Tenure of Elected Officials. All elective offi-
cials provided for in this Charter shall assume the duties of their respective
offices as soon after their appointment or election as practicable, and
unless they resign or are removed for cause, shall continue to serve until
their successors are duly elected and installed. [Each official elected at
each election under this Charter shall fill the office to which he is elected,
beginning] The term of each elected official shall begin with the first meet-
ing of the [Mayor and] Council following his election, and [unless re-
moved for cause,] shall continue [to serve] until the first [regular] meet-
ing of the [Mayor and] Council following the election of his successor.
b. (2.) Elected Officials: Vacancies. If a vacancy occurs in the office
of the Mayor, a Mayor will be elected by the Council from among the duly
elected membership of the Council to serve until the first Council meeting
following the next general election; if said election occurs in an odd-
numbered year, a Mayor shall be elected for a term of one year. If a va-
cancy occurs in the office of Councilman, a Councilman will be elected
by the Council, from among the registered voters of the City who possess
all of the qualifications herein provided for elective officials, to serve until
the first Council meeting following the next general election. Officials
elected by the Council to fill a vacant office shall be installed at the first
meeting of the Council following their election by the Council.
