2266                               Municipal Charters

Section 29, of the aforesaid Charter as set forth in the Code of the
Public Local Laws of Prince George's County (Article 17 of the Code
of Public Local Laws of Maryland) Everstine's 1963 Edition, as amend-
ed and registered pursuant to Article 23A, Section 11, et seq., Annota-
ted Code of Maryland, 1957, as amended.

WHEREAS, the Honorable John F. King, Mayor of the City of New
Carrollton, appointed a Task Force on Governmental Reorganization on
June 5, 1969, for the purpose of reviewing the Charter of the City of New
Carrollton, and recommending to the Mayor and Council changes designed
to result in efficient and effective government within the corporate limits
of the municipality; and

WHEREAS, said Task Force consisted of the Honorable Doctor Frank
B. Pesci, Chairman, Mrs. Virginia Stearn, Mr. Gerard F. Holcomb, Mr.
William S. Van Dyke, and Mr. Ralph J. Rohner; and

WHEREAS, said Task Force did submit its report to the Mayor on Feb-
ruary 26, 1970; and

WHEREAS, the Mayor and Council having carefully reviewed the re-
port of the Task Force, placed the following advisory questions pertaining
to the Charter on the ballot in the General Election of May, 1970;

1. Question: The Mayor shall be the Chief Executive Officer of the
City of New Carrollton. The Council shall be the Legislative body for the
City of New Carrollton. Results: 707 For, 469 Against.

2. Question: Do you favor a recall provision in the City Charter
Results: 596 For, 429 Against.

3. Question: Do you favor strengthening the special assessment pro-
vision in our City Charter to insure that special assessments for all public
improvements may only be made on approval of 51% of the abutting prop-
erty owners? Results: 750 For, 374 Against; and

WHEREAS, following the General Election at which the aforestated
advisory questions were voted on, the Mayor and Council submitted the
Task Force Report to the Maryland Technical Advisory Service, College of
Business and Public Administration, University of Maryland, for com-
ments; and

WHEREAS, the Maryland Technical Advisory Service submitted a
draft of proposed revisions of the Charter in accordance with the requests
with the Mayor and Council; and

WHEREAS, the Mayor and Council carefully studied and reviewed
all of the aforementioned data pertaining to the Charter during the period
July, 1970, through November, 1970, and

WHEREAS, the Mayor and Council held a public hearing on pro-
posed changes to the Charter on February 10, 1971; an open meeting to
discuss said provisions on February 17, 1971; and a second public hearing
on March 11, 1971; and

WHEREAS, the Mayor and Council have prepared eight proposed
amendments to the Charter of the City;

NOW THEREFORE BE IT RESOLVED that on the 17th day of
March, in the year of our Lord, One Thousand, Nine Hundred and Seventy-
