WHEREAS, the Mayor and Council of the Town of Manchester are
aware of the actions of the Federal and State governments in lowering
the voting age to eighteen years; and

WHEREAS, the Mayor and Council of the Town of Manchester are in
agreement with extending the franchise to vote to eighteen year olds; and

WHEREAS, the Mayor and Council propose to amend the Charter of
the Town of Manchester to that end.

RESOLVED: That the Charter of the Town of Manchester be amended
by deleting the present paragraph entitled: QUALIFICATIONS OF VOT-
ERS
and substituting the following paragraph:

QUALIFICATIONS OF VOTERS

Every person who (a) is a citizen of the United States, (b) is at
least eighteen years of age, (c) has resided in the State of Maryland for at
least one year next preceding any town election, (d) has resided within the
corporate limits of the town for six months next preceding any town elec-
tion, and (e) is registered in accordance with the provisions of this char-
ter, shall be a qualified voter of the town. Every qualified voter of the town
shall be entitled to vote at any or all town elections.

Introduced by Henry Hoffman on the 9th day of March, 1971.

Adopted this 11th day of May, 1971.

MINUTES OF TOWN OF MANCHESTER:             November 12, 1957

Manchester, Maryland

The Common Council met on above date with Mayor Roy Robertson
presiding. The following councilmen were present: Messrs. Earl Ying-
ling, George Harmon, John Grogg and Harvey Wertz.

Mr. Charles Fisher, the town's attorney, was present at the council's
request to outline the resolution and adopt a new charter.

George Harmon moved and John Grogg seconded that the following
resolution be adopted. Earl Yingling and Harvey Wertz also seconded the
motion.

"Resolution No. 1, 1957"

Resolved, That the municipal charter of the Mayor and Common Coun-
cil of the Corporation of Manchester as contained in Article 7 of the Code
of Public Local Laws of the State of Maryland, Flacks 1930, and amend-
ments thereto be amended by the adoption of the municipal corporation
charter act which shall be and is hereby declared to be the corporate
charter "Town of Manchester" which charter is contained in Article 23B,
Sections 3 to 104 inclusive of the Code of Public General Laws of the
State of Maryland, 1956 cumulative supplement.

And Be It Further Resolved, That the Mayor is directed to give notice
of this Resolution, and amendment in accordance with the provisions of
23A Section 13 of the aforesaid public general laws.
