Section 3. AND BE IT FURTHER RESOLVED, that the Mayor is
hereby specifically enjoined to carry out the provisions of Section 2 hereof
and, as evidence of such compliance, the Mayor shall cause to be affixed
to the minutes of this meeting appropriate Certificates of Publication of
the newspaper or newspapers in which the title of this Resolution shall
have been printed and shall declare the charter amendments hereby enacted
to be effective either on October 20, 1970, or, following a favorable refer-
endum thereon, by affixing his signature hereto in the space provided on
the effective date of such amendments.
Section 4. AND BE IT FURTHER RESOLVED that, as soon as the
charter amendments hereby enacted become effective, as herein provided,
or following a referendum, the Mayor shall send separately, by Registered
Mail, to the Secretary of State of Maryland, and to the Department of Leg-
islative Reference of Maryland, (a) a clear, certified copy of Sections 355
and 382 of the Code of Public Local Laws of Garrett County (1957 Edi-
tion) as revised by the amendments hereby enacted, (b) a certified copy
of this Resolution, showing the number of Councilmen voting for and
against it, and (c) a report on the voters cast for or against the amend-
ments hereby enacted at any referendum thereon, and the date of such
referendum.
The above charter amendments were enacted by the foregoing Reso-
lution which was passed at a special meeting of the Mayor and Council of
Loch Lynn Heights, held August 31, 1970, three (3) Councilmen voting in
the affirmative and no (0) Councilmen voting in the negative, and said
Resolution became effective in accordance with law on the 20th day of
October, 1970.

Resolution proposing amendment to Charter of the Town of Man-
chester increasing the penalties which the Town shall have the power
to affix in the enforcement of ordinances.
WHEREAS, the Mayor and Council of the Town of Manchester are
cognizant of the fact that the present limitations of the penalties which
they can prescribe for the breaking of Ordinances of the Town are such
that there is no real and present detriment to the breaking of said Ordi-
nances; and
WHEREAS, the Mayor and Council are further cognizant of the need
to increase the penalties so that the punishment is commensurate with
the crime; and
WHEREAS, the Mayor and Council therefore propose to amend the
Charter of the Town of Manchester;
RESOLVED, That the Charter of the Town of Manchester be amended
by deleting the present paragraph entitled MISDEMEANORS and sub-
stituting the following paragraph:
MISDEMEANORS
Every act or omission which, by ordinance, is made a misdemeanor
under the authority of this charter, unless otherwise provided shall be pun-
