lative References of Maryland.

ENACTED this 1st day of March 1971.

CITY OF HYATTSVILLE, MARYLAND

Resolution to amend the City Charter to provide for the registra-
tion of voters between the ages of eighteen and twenty-one years.

WHEREAS, the Congress of the United States has enacted legislation
granting the vote to persons between the ages of 18 and 21 years, and

WHEREAS, the Supreme Court of the United States, ruling on the
constitutionality of this law, has ruled that it shall apply only to the elec-
tions for national office, and

WHEREAS, pursuant to this ruling by the Supreme Court, the sev-
eral states, counties and municipalities are in the position of being required
to establish and adopt their own legal qualifications for the registration of
persons between the ages of eighteen and twenty-one years, provided they
desire to legalize the voting privilege of this age group for their respective
local elections.

NOW, THEREFORE, BE IT RESOLVED and Ordained this 4th day
of January, 1971, that the Hyattsville City Council proposes an amend-
ment to the City Charter, in accordance with the Home Rule Procedures
of Article 23A of the "Annotated Code of Maryland," by amending Section
4-1 "Qualifications of voters" to read as follows:

Section 4-1. Qualification of Voters.

Every person who (a) is a citizen of the United States, (b) is at least
[twenty-one] EIGHTEEN years of age, (c) has resided in the State of
Maryland for at least one year next preceding any city election, (d) has
resided within the corporate limits of the city for six months next preced-
ing any city election, and (e) is registered in accordance with the provi-
sions of this Charter, shall be a qualified voter of the city. Every qualified
voter of the city shall be entitled to vote at any or all city elections.

BE IT FURTHER RESOLVED that the date of the adoption of this
Resolution is January 4, 1971, and that the Amendment to the Charter of
the City of Hyattsville, hereby proposed shall become effective February
24, 1971, unless a proper petition for referendum hereon shall be received
in the City Office in accordance with law and a copy of the fair summary
of this Resolution shall be published in a newspaper of general circulation
in the City of Hyattsville not less than four (4) times at weekly intervals
before the 14th day of February, 1971.

AND BE IT FURTHER RESOLVED, that as soon as the Charter
Amendment hereby enacted shall become effective, either as herein pro-
vided or following a referendum, the Mayor of the City of Hyattsville
shall send separately, by registered mail, to the Secretary of State of Mary-
land, to the Department of Legislative Reference, the following informa-
tion concerning the Charter Amendment:
