CHAPTER 21
(Senate Bill 191)
AN ACT to repeal and re-enact, with amendments, Section 477A (b)
of the Code of Public Local Laws of Harford County (1971 Supple-
ment, being Article 13 of the Code of Public Local Laws of Mary-
land), title "Harford County," subtitle "Schools," amending the
laws concerning the Harford County Educational Foundation in
order to correct an error therein concerning the appointment of
certain members of the Foundation.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 477A (b) of the Code of Public Local Laws of Harford
County (1971 Supplement, being Article 13 of the Code of Public
Local Laws of Maryland), title "Harford County," subtitle "Schools,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
477A.
(b) The Chairman of the Board of County Commissioners, the
President of Harford Junior COMMUNITY College and the Chair-
man of the Board of Education shall each be a member of the
Foundation ex officio. The six remaining initial directors shall be
appointed by the County Commissioners, two directors to be ap-
pointed for three years, two for two years and two for one year.
Directors shall be chosen from among the residents of the County.
As the terms of the initial appointees expire or as vacancies occur,
their successors shall be elected by a majority vote of the Founda-
tion for terms of three years or the remainder thereof; and there-
after, these positions shall be so filled.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 194)
AN ACT to repeal and re-enact, with amendments, Section 43(e) of
Article 40 of the Annotated Code of Maryland (1971 Replacement
Volume), title "General Assembly," subtitle "Prefiling of Legisla-
tive Bills," changing the final date for submitting prefiled bills in
advance of a regular session of the General Assembly.
