(d) The Administration may employ all persons necessary for the
performance of any work with which it is charged.
(e) The Administration may purchase all machines, tools, im-
plements, appliances, supplies, materials and working agencies which
it deems necessary for the full performance and completion of any
of the powers conferred and duties imposed by this Article.
(f) The Administration shall determine the location, construc-
tion, geometries, design and maintenance of the State highway sys-
tem.

(b) As used herein "highway user revenues" shall mean the funds
credited to the gasoline and motor vehicle [fund] revenue account
of the Transportation Trust Fund except the net proceeds of the tax
collected under Section 136 (h) of Article 56, and shall include motor
vehicle gasoline tax, motor vehicle titling tax, motor vehicle registra-
tion fees, fines credited to the Motor Vehicle Revenue Fund prior to
July 1, 1971, operators' license fees, titling fees, and miscellaneous
revenues of the [Department of Motor Vehicles] Motor Vehicle Ad-
ministration credited to the Motor Vehicle Revenue Fund prior to July
1, 1971, and fees from overweight and oversized permits issued by
the [State Roads Commission] State Highway Administration after
the deductions provided prior to July 1, 1971, in Article 56, Article
66½ and Article 81 of the Annotated Code of Maryland (1957 Edition
as amended).

[During the calendar year 1968 there shall be prepared and ap-
proved by Commission resolution a State highway system construction
and reconstruction program for the period beginning July 1, 1969
and ending June 30, 1974. This initial five-year construction and re-
construction program shall incorporate the unfinished portion of the
current six-year construction program (1964-1970) and such other
additional projects from the Commission's twenty-year needs study
program that available funds will accommodate. From the program
for the five years beginning July 1, 1969 the Commission shall pre-
pare and approve a construction and reconstruction program for the
fiscal year beginning July 1, 1969 and ending June 30, 1970 for which
funds will be contained in the Commission's annual budget. Each
year thereafter the Commission shall update the five-year program,
thus establishing a continuing five-year construction and recon-
struction program from which the Commission shall schedule the
next annual program for the State highway system.]
(a) PRIMARY HIGHWAY PROGRAM.—The State Highway
Administration shall conduct a Primary Highway Construction and
Reconstruction Program which shall be updated annually and
submitted in the Administration's budget to the General Assembly for
its review and approval. Projects comprising the Primary Highway
Construction and Reconstruction Program shall be derived from the
Twenty-Year Needs Study.
(b) SECONDARY HIGHWAY PROGRAM.—The State High-
way Administration shall conduct a Five-Year Secondary Highway
Construction and Reconstruction Program. Each year the [annual]
