House Bill No. 1042—Baltimore City Revenues
AN ACT to repeal and re-enact, with amendments, Section 155
of Article 26 of the Annotated Code of Maryland (1966 Replace-
ment Volume and 1971 Supplement), title "Courts," subtitle "Dis-
trict Courts," to allow Baltimore City to receive the revenue from
fines imposed for violations of Section 14-109 of Article 66˝ when
those violations occur in Baltimore City.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1042.
This bill allows Baltimore City to retain fines, penalties and
forfeitures collected by the District Court from persons convicted
of violating the vehicle weight and load laws occurring in Baltimore
City.
Chapter 528 of the Acts of 1970 which created the District
Court and. provided for its functioning, provides that fines, penalties,
and forfeitures shall be remitted to the State. I think it would be
unwise to create a special exception for Baltimore City, and I am
concerned about the precedent which such an exception would set.
The State has assumed the full operating costs of the District Court,
and, except to the extent originally permitted by law, should be
entitled to the revenues produced by fines, penalties and forfeitures
collected by that Court for violations of State law.
For these reasons I have decided to veto House Bill 1042.

House Bill No. 1077—State Payment of Local Debt
AN ACT to repeal and re-enact, with amendments, Section 130
(b)(2) of Article 77 of the Annotated Code of Maryland (1969
Replacement Volume and 1971 Supplement), title "Public Educa-
tion," subtitle "Financial Reports," "CHAPTER 9. FINANCE AND
REPORTS," to provide that the State shall pay the principal and
interest payments due during the current fiscal year on local debt
incurred after June 30, 1967 for school construction for which con-
tracts had been let prior to July 1, 1967.
