Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 697.
This bill permits cosmetology students in the Charles County
public schools to accept employment in private beauty salons in
Charles County. There is no requirement in the bill that such stu-
dents shall have studied cosmetology for any particular length of
time before accepting employment.
Senate Bill 138, which was enacted by the General Assembly
and signed by me on May 31, 1972, permits cosmetology students
in State public schools who have completed 1,000 hours of study
in cosmetology, to accept employment in private beauty salons in the
State. In essence, House Bill 697 creates an exception to the state-
wide application of Senate Bill 138, and the two bills are inconsistent.
Furthermore, the authority of the State Board of Cosmetologists
has heretofore been statewide, and I am concerned that this bill
will set a precedent to slowly erode the Board's statewide authority.
In view of the foregoing, I have decided to veto House Bill 697.

House Bill No. 736—Retirement Allowance in State Systems
AN ACT to repeal and re-enact, with amendments, Section 11A
(e) of Article 73B of the Annotated Code of Maryland (1970 Re-
placement Volume and 1971 Supplement), title "Pensions," subtitle
"In General," and to repeal Section 14(7) of said Code, article, title
and subtitle; to repeal and re-enact, with amendments, Section
195A(e) of Article 77 of said Code (1969 Replacement Volume and
1971 Supplement), title "Public Education," subtitle "Chapter 17.
Teachers' Retirement System," and to repeal Section 198(7) of said
Code, article, title and subtitle; and to repeal and re-enact, with
amendments, Sections 34A(e) and 53A(e) of Article 88B of said
Code (1969 Replacement Volume and 1971 Supplement), title
"State Police," subtitles "Pensions" and "State Police Retirement
System," and to repeal Sections 31A and 56(7) of said Code, article,
title and subtitles; to amend the retirement laws of this State relat-
ing to cost of living benefits to retired members of the several re-
tirement systems. GUARANTEE A MINIMUM AMOUNT OF
BENEFITS TO MEMBERS OF THE THREE STATE RETIRE-
MENT SYSTEMS WHO RETIRED PRIOR TO A CERTAIN
DATE, AND TO REPEAL PROVISIONS FOR PAYMENT OF
SUPPLEMENTARY BENEFITS TO MEMBERS OF THESE
SYSTEMS.
