Bill 532.

House Bill No. 655—Care of Child in Calvert County
AN ACT to add new Section 399B to Article 27 of the Annotated
Code of Maryland (1971 Supplement), title "Crimes and Punish-
ments," subtitle "Crimes and Punishments," subheading "Minors—
Care and Protection of," to follow immediately after Section 399A
thereof to make it unlawful in Calvert County for any person
charged with the care of a child age seven (7) or less to confine
that child to a dwelling or building while he is absent from the
premises, unless he leaves a responsible person of at least thirteen
(13) years of age with the child in order to protect the child from
certain dangers, and to provide penalties for the violation of this
section.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 655.
House Bill 655 makes it unlawful in Calvert County to leave
a child age seven or less confined in a building under certain
circumstances.
Senate Bill 324, which was enacted by the General Assembly
and signed by me on April 26, 1972, accomplishes the same purpose
as House Bill 655. However, the two bills are inconsistent in form
as to preclude the signing of both.
For these reasons, I have decided to veto House Bill 655.

House Bill No. 697—Cosmetology Students in Charles County
AN ACT to add new Section 537A to Article 43 of the Annotated
Code of Maryland (1971 Replacement Volume), title "Health," sub-
title "Cosmetologists," to follow immediately after Section 537 there-
of, to permit cosmetology students in the Charles County public
schools to accept employment in private beauty salons in Charles
County under certain conditions, and to generally relate thereto.
