and not on a county by county piecemeal approach as has hereto-
fore been done. The ramifications of such a county by county approach
in this area are serious and should be thoroughly reviewed before
any new legislation on this subject becomes law.
For these reasons, I have decided to veto Senate Bill 507.

Senate Bill No. 513—State Police Salaries
AN ACT to repeal and re-enact, with amendments, Section 22
(a) SECTIONS 22(A) AND 23(A) AND (B) of Article 88B of the
Annotated Code of Maryland (1969 Replacement Volume), title
"State Police," subtitle "Police and Civilian Employees"; and to re-
peal Section 23 of the said article, title and subtitle of the Code
(1969 Replacement Volume and 1971 Supplement); to repeal the
statutory pay plan for police employees of the Maryland State Police;
to provide that the compensation of all employees of the State
Police, including police employees, shall be prescribed in the State
budget, and that Article 64A, Section 27 of the Code shall be
applicable to the pay of such employees; and relating generally to
the laws of this State concerning TO CHANGE the salaries of police
employees of the Maryland State Police.

Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 513.
This bill provides for an increase in the salaries of police em-
ployees of the Maryland State Police.
House Bill 930, which was enacted by the General Assembly
and signed by me on April 26, 1972, accomplishes the same purposes
as Senate Bill 513.
Therefore, it is unnecessary for me to sign Senate Bill 513.
