statewide basis by the Comptroller of the Treasury. The new Sec-
tion 405 provided for by House Bill 31 would be substantially different,
in both language and subject matter, from the Section 405 which
Senate Bill 470 purports to repeal and re-enact.
Thus regardless of whether House Bill 31 is signed into law or
Chapter 429 of the Laws of 1971 is allowed to take effect without
change, the result would be that as of July 1, 1972, the admissions
tax would be primarily a local tax. Senate Bill 470 appears to take
cognizance of this change in that an amendment to the title of the
Bill was made which indicates that the exemption provided for is
from "local admissions taxes."
We wish to point out, however, that if both House Bill 31 and
Senate Bill 470 are signed into law, the result will be that there
would be two Section 405(a)'s of Article 81 as well as two Sections
of the Admissions Tax Law dealing with exemptions. We believe
that you should note the apparent conflict between these Sections
and the possible difficulties in reconciling them to give effect to both
Bills.

Senate Bill No. 507—Pinball Machines—Four Counties
AN ACT to repeal and re-enact, with amendments, Section 19
(5) of Article 56 of the Annotated Code of Maryland (1972 Replace-
ment Volume), title "Licenses," subtitle "Pinball Machines and Con-
sole Machines,"; AND AN ACT TO ADD NEW SUBSECTION 19
(5) (E) TO THE SAME ARTICLE, TITLE AND SUBTITLE,
to include Anne Arundel and Calvert Counties among those coun-
ties to which the section applies. TO AUTHORIZE THE LICEN-
SING OF FREE PLAY AND CONSOLE PINBALL MACHINES
IN CERTAIN COUNTIES OF THE STATE., AND TO IMPOSE
ADDITIONAL LICENSE FEES THEREON IN ANNE ARUNDEL
COUNTY.

Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed Senate Bill 507.
This bill authorizes the licensing and operation of free play
pinball machines and free play console machines in Anne Arundel,
Calvert, Charles and St. Mary's counties. Article 56, Sections 18
and 19 of the Annotated Code of Maryland presently provide for the
licensing and operation of free play pinball machines and free play
console machines in certain counties of this State. Senate Bill 507
would add four more counties to this law.
In my opinion, any law relating to the licensing and operation
of these types of machines should be considered on a Statewide basis
