Resolved by the General Assembly of Maryland, That the deepest
sympathies of every member of the General Assembly are expressed
over the death of Walter P. Carter, a great humanitarian; and be
it further

Resolved, That copies of the Resolution be sent to Mrs. Walter
P. Carter, The Activists, Inc., the Afro-American newspaper, WJZ-
TV, the William L. Moore Foundation, Inc., and the Black United
Front.

(House Joint Resolution 62)

House Joint Resolution requesting the Governor of Maryland and
the Mayor of Baltimore City to appoint a commission to study
the feasibility of building a nursing home for the aged on the
grounds of the Baltimore City Hospital.

The aged in this State and, in particular in Baltimore City are
daily faced with the problem of being properly cared for due to a
lack of financial ability as well as available care facilities.

The grounds of Baltimore City Hospital are spacious and contain
room for the construction of a nursing home, which would be in
an ideal location to provide residential care for the aged of Baltimore
City needing such care and who do not have the financial ability to
obtain care in private nursing homes.

A joint effort by the State and the City of Baltimore in erecting a
nursing home on the grounds of Baltimore City Hospital would
greatly benefit many aged of the City who need residential nursing
care; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland and the Mayor of Baltimore City are requested to create
a commission to study the feasibility of building a nursing home for
the aged on the grounds of the Baltimore City Hospital; and, be it
further

Resolved, That a copy of this Resolution be sent to Governor
Marvin Mandel and to Mayor William Donald Schaefer.

House Joint Resolution requesting the Department of Natural Re-
sources to study the problems of sanitation, parking and nuisance
value of public landings.
