Executives of Montgomery and Prince George's Counties, the capital
and operating budgets for the Commission, for the ensuing fiscal year
together with the record of any public hearings. The Commission
shall identify the sources of revenue allocable to the various proposed
expenditures. The Commission shall propose a complete schedule of
rates for the water consumption and sewer usage charges, and ad
valorem tax levies it deems necessary to finance the budgets. It shall
also certify the amounts necessary to be raised for the ensuing year
for the payments of interest and principal on all outstanding bonds
and notes of the Commission-
(c) The Role of the County Executives. Each County Executive
shall transmit the proposed budgets to the County Council of his
County, together with recommendations thereon, not later than March
15 of each year. He shall also transmit the record of the public
hearing held by the Commission.
(d) The Role of the County Councils. Each County Council may
upon public notice, hold public hearing on the proposed budgets of
the Commission not earlier than 21 calendar days following receipt
from the County Executive. Thereafter, on or before June 1 of each
year, the County Councils shall adopt APPROVE the budgets and
transmit them to the Commission. The budgets may be amended as
hereinafter provided. Each County Council may add to, delete from,
increase, or decrease, any item of either budget and shall transmit
by May 15, any proposed changes to the other County Council for
review and concurrence. In the event of the failure of both Councils
to concur in a change with respect to any item by June 1, that failure
to concur shall constitute approval of the item submitted by the Com-
mission. If the County Councils fail to adopt APPROVE the budgets
on or before June 1 of each year the proposed budgets of the Com-
mission shall stand adopted.
(e) Through joint action, the County Councils may recommend
to the Commission the rates for water consumption and sewer usage
charges, AND AD VALOREM TAX LEVIES THEY DEEM NEC-
ESSARY. Such joint recommendations shall be made by the Councils
upon transmission of the approved budget of the Commission and
not later than June 1 of each year. Upon receipt of the budgets and
recommendations from the County Councils with regard to rates
for water consumption and sewer usage charges, as set forth in this
subsection, the Commission shall make such changes in the rate
schedule, as may be required by any budget changes. The, THE
Commission shall approve the rate schedule taking into consideration
the proposed rate changes recommended by the joint action of the
Councils. The rates for sewer and water usage charges shall be uni-
form throughout the sanitary district,; SUBJECT, HOWEVER, TO
THE PROVISIONS OF SECTION 6-3 (83-6.2; 71-10) OF THIS
CODE.

The public service commission of Maryland shall determine upon
appeal, the reasonableness of all asessments, tax levies or service
charges, as in the case of public service corporation CORPORA-
TIONS, upon the written complaint of any one financially interested
therein, or upon the written complaint of the Montgomery or Prince
