BY THE WASHINGTON SUBURBAN SANITARY COMMIS-
SION OF A PROPOSED CAPITAL AND OPERATING BUDGET
TO THE COUNTY EXECUTIVES OF PRINCE GEORGE'S
AND MONTGOMERY COUNTIES; THE TRANSMISSION
THEREOF TO THE RESPECTIVE COUNTY COUNCILS,
WHICH MAY HOLD PUBLIC HEARINGS, MAY ADD TO,
DELETE FROM, INCREASE OR DECREASE ANY ITEM IN
THE BUDGETS BEFORE THEIR APPROVAL; TO AUTHOR-
IZE THE COUNTY COUNCILS, THROUGH JOINT ACTION,
TO RECOMMEND TO THE COMMISSION THE RATES FOR
WATER CONSUMPTION AND SEWER USAGE CHARGES
AND AD VALOREM TAX LEVIES; AND TO CHANGE THE
TERM "COUNTY COMMISSIONERS" TO "COUNTY COUN-
CIL" IN PRINCE GEORGE'S COUNTY IN CASE OF AN
APPEAL.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 71-7 and 71 59 of the Montgomery County Code (1965
Edition, as amended) and Section 83-58 and 83-110 of the Public
Local Laws of Prince George's County (1963 Edition as amended),
being Article 16 and 17 respectively of the Code of Public Local
Laws of Maryland, entitled "Montgomery County" and "Prince
George's County," subtitle "Washington Suburban Sanitary District"
be and they are hereby repealed and re enacted, with amendments,
to read as follows: THAT SECTIONS 1-4 AND 6-9 OF THE
WASHINGTON SUBURBAN SANITARY DISTRICT CODE (1969
EDITION, AS AMENDED), BEING SECTIONS 83-58 AND 83-110,
RESPECTIVELY, OF THE CODE OF PUBLIC LOCAL LAWS OF
PRINCE GEORGE'S COUNTY (1963 EDITION, AS AMENDED)
AND BEING SECTIONS 71-7 AND 71-59, RESPECTIVELY, OF
THE MONTGOMERY COUNTY CODE (1965 EDITION), BEING
ARTICLES 17 AND 16, RESPECTIVELY, OF THE CODE OF
PUBLIC LOCAL LAWS OF MARYLAND, TITLED "PRINCE
GEORGE'S COUNTY" AND "MONTGOMERY COUNTY," SUB-
TITLED "WASHINGTON SUBURBAN SANITARY DISTRICT,"
BE AND THEY ARE HEREBY REPEALED AND RE-ENACTED,
WITH AMENDMENTS, TO READ AS FOLLOWS:
71-7 .(83-58) SEC. 1-4 (83-58; 71-7).
(a) Preparation of Budgets. The Commission shall, prior to [the
1st of March] January 15 of each year, cause to be prepared [an]
capital and operating budgets for the succeeding fiscal year, [for
Prince George's County and for the Commission as a whole] and said
budgets shall be open for inspection to the public and copies thereof
shall be made available to the public upon request. The Commission
is hereby expressly directed to hold prior to [March] February 15 of
each year a public hearing on the proposed budgets after giving at
least [thirty] twenty-one days' notice of such hearing by publication
in at least one newspaper printed and published in Montgomery
County and one newspaper printed and published in Prince George's
County:
(b) Submission of Budgets; Content. The Commission shall pre-
pare and submit, on or before March 1 of each year, to the County
