(c)    As used in this Section, "Election District" means the Dis-
tricts defined in Sections 222 through 225 of this Article 18 of the
Code of Public Local Laws of Maryland (1930 edition), as enacted
by Chapter 664 of the Acts of 1957.

(d)    Any vacancy among the County Commissioners shall be filled
in the manner provided by law by a resident of the same Commis-
sioner's District as the person vacating the position; provided, that a
vacancy among the Commissioners from the Nourth FOURTH Com-
missioner's District shall be filled by a person who is a resident of
any of the election districts other than the election district of which
another Commissioner is a resident.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972, but
nothing herein shall affect the term or qualifications
of the County Commissioners in office on said date
THAT BEFORE
THIS ACT BECOMES EFFECTIVE IT SHALL FIRST BE SUB-
MITTED TO A REFERENDUM OF THE LEGALLY QUALIFIED
VOTERS OF QUEEN ANNE'S COUNTY AT THE GENERAL
ELECTION TO BE HELD IN NOVEMBER OF 1972. THERE
SHALL BE PRINTED ON THE BALLOTS OR BALLOT LABELS
TO BE USED AT THIS ELECTION THE TITLE OF THIS ACT
AND UNDERNEATH THE TITLE, ON SEPARATE LINES, A
SQUARE OR BOX TO THE RIGHT OF AND OPPOSITE THE
WORDS: "FOR INCREASING THE NUMBER OF COUNTY
COMMISSIONERS TO FIVE" AND A CORRESPONDING
SQUARE OR BOX TO THE RIGHT OF AND OPPOSITE THE
WORDS "AGAINST INCREASING THE NUMBER OF COUNTY
COMMISSIONERS TO FIVE" SO THAT EACH VOTER OF THE
COUNTY MAY DESIGNATE HIS OR HER DECISION FOR OR
AGAINST THE PROVISIONS OF THIS ACT. IF A MAJORITY
OF THE VOTES CAST IN THE ELECTION ARE "FOR IN-
CREASING THE NUMBER OF COUNTY COMMISSIONERS TO
FIVE" THE PROVISIONS OF THIS ACT SHALL BECOME
EFFECTIVE ON DECEMBER 1, 1972, BUT IF A MAJORITY
OF THE VOTES CAST IN THE ELECTION ARE "AGAINST
INCREASING THE NUMBER OF COUNTY COMMISSIONERS
TO FIVE" THE PROVISIONS OF THIS ACT SHALL BECOME
OF NO EFFECT AND SHALL BE NULL AND VOID.

SEC. 3. AND BE IT FURTHER ENACTED, THAT SUBJECT
TO THE PROVISIONS OF SECTION 2 HEREIN AND FOR THE
SOLE PURPOSE OF AUTHORIZING AND PROVIDING FOR
THE REFERENDUM THEREIN REQUIRED THIS ACT SHALL
TAKE EFFECT ON JULY 1, 1972, BUT NOTHING HEREIN
SHALL AFFECT THE TERM OR QUALIFICATIONS OF THE
COUNTY COMMISSIONERS IN OFFICE ON SAID DATE.
