viction before a court of competent jurisdiction of this State shall be
sentenced to pay a fine of not less than ten dollars ($10.00) nor more
than fifty dollars ($50.00).
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(House Bill 868)
AN ACT to repeal and re-enact, with amendments, Section 182 of
Article 18 of the Code of Public Local Laws of Maryland (1930
edition), title "Queen Anne's County," subtitle "County Commis-
sioners," as last amended by Chapter 310 of the Acts of 1955, to
increase the number of County Commissioners to five and to provide
for their qualifications as to residence, the manner of their election,
and the manner of filling vacancies, AND THIS ACT SHALL
BE SUBJECT TO LOCAL REFERENDUM and generally relat-
ing thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 182 of the Article 18 of the Code of Public Laws of
Maryland (1930 edition), title "Queen Anne's County," sub-
title "County Commissioners," as last amended by Chapter 310 of
the Acts of 1955 be, and it is hereby, repealed and re-enacted with
amendments to read as follows:
182.
(a) At the general election to be held on the first Tuesday after
the first Monday of November, in the year nineteen hundred and
[fifty-eight] seventy-four, there shall be elected [three] five County
Commissioners for Queen Anne's County, and thereafter the number
of County Commissioners for said Queen Anne's County shall be
[three] five, and there shall be elected at every general election held
on the first Tuesday after the first Monday in November in every
fourth year thereafter [three] five County Commissioners for
Queen Anne's County, and the County Commissioners so elected shall
hold their office for the term of four years from the date of their
election, or until their successors shall be elected and qualified, and
they shall be eligible for re-election.
(b) For the purpose of selecting persons eligible as County
Commissioners, the county shall be considered as divided into four
Commissioner's Districts. The First Commissioner's District is the
third election district. The Second Commissioner's District is the
fourth election district. The Third Commissioner's District is the
fifth election district. The Fourth Commissioner's District is the
first, second, sixth and seventh election districts. One of the County
Commissioners shall be a resident of each of the First, Second and
Third Commissioner's Districts. The remaining two County Commis-
sioners shall be residents of the Fourth Commissioner's District, but
shall not be residents of the same election district.
