SHALL BE UNDERTAKEN IN MONTGOMERY COUNTY UNTIL
AN EROSION AND SEDIMENT CONTROL PLAN HAS BEEN
SUBMITTED TO AND APPROVED BY THE WASHINGTON
SUBURBAN SANITARY COMMISSION. AFTER REVIEW AND
APPROVAL OF SUCH PLANS BY THE COUNTY, THE COM-
MISSION MAY ISSUE A PERMIT FOR CONSTRUCTION. IN
ALL CASES THE CONDITIONS OF ANY PERMIT GRANTED
FOR WORK TO BE PERFORMED IN MONTGOMERY COUNTY
BY ANY CONTRACTOR DOING WORK FOR THE WASHING-
TON SUBURBAN SANITARY COMMISSION AND BY ALL
PUBLIC SERVICE COMPANIES, AS DEFINED IN SECTION 2,
ARTICLE 78, OF THE ANNOTATED CODE OF MARY-
LAND (1969 REPLACEMENT VOLUME, AND 1971 SUPPLE-
MENT) SHALL NOT BE LESS STRINGENT THAN THE
STANDARDS INCORPORATED INTO THE PROVISIONS OF
ANY GRADING OR BUILDING LAW OR ORDINANCE
ADOPTED PURSUANT TO SECTION 108 (B) OF THIS ARTI-
CLE. MONTGOMERY COUNTY SHALL INSPECT AND EN-
FORCE THE CONDITIONS OF THE APPROVED PLANS AND
PERMITS. With respect to work performed in Montgomery County,
said contractors and all public service companies as defined in Section
2, Article 78 of the Annotated Code of Maryland (1969 Replacement
Volume, AND 1971 SUPPLEMENT) shall also comply with the
provisions of any grading or building law or ordinance adopted pur-
suant to Section 108(b) of this Article. The provisions of this sub-
section shall not apply until erosion and siltation control require-
ments for utility construction have been approved by the soil con-
servation districts of each county.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(House Bill 867)
AN ACT to repeal and re-enact, with amendments, Sections 406B
and 406C of Article 27 of the Annotated Code of Maryland (1971
Replacement Volume), title "Crimes and Punishments," subtitle
"Minors—Possession of Alcoholic Beverages in Worcester County
and in Anne Arundel County," to eliminate those provisions of the
subtitle which are inconsistent with Article IV of the Constitution
of Maryland and Article 26, Section 145 of the Annotated Code of
Maryland (1971 Supplement), limiting the criminal jurisdiction of
the District Court of Maryland to persons over the age of eighteen.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 406B and 406C of Article 27 of the Annotated Code of
Maryland (1971 Replacement Volume), title "Crimes and Punish-
ments," subtitle "Minors—Possession of Alcoholic Beverages in
Worcester County and in Anne Arundel County," be and they are here-
by repealed and re-enacted, with amendments, and all to read as fol-
lows:
