in the following manner: On or before May 1, 1973, and on or before
May 1 in each taxable year thereafter, the Board of Public Works
shall certify to the governing bodies of each of the counties and
Baltimore City the rate of State tax on each $100 of assessable prop-
erty necessary to produce revenue to meet interest and principal
which will be payable to the close of the next ensuing taxable year
on all bonds theretofore issued or authorized by resolution of the
Board of Public Works to be issued, and the governing bodies of
each of the counties and of Baltimore City shall forthwith levy and
collect such tax at such rate.
All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.
SEC. 7 8. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 106 (b)
of Article 96A of the Annotated Code of Maryland (1971 Supple-
ment) , title "Water Resources," subtitle "Sediment Control," to im-
pose conservation controls over the Washington Suburban Sanitary
Commission's contractors AND OF PUBLIC SERVICE COM-
PANIES AS THAT TERM IS DEFINED IN SECTION 2 OF
ARTICLE 78 OF THE ANNOTATED CODE OF MARYLAND
(1969 REPLACEMENT VOLUME, 1971 SUPPLEMENT) in
Montgomery County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 106(b) of Article 96A of the Annotated Code of Mary-
land (1971 Supplement), title "Water Resources," subtitle "Sediment
Control," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
106. Land clearing, soil movement and construction
(b) Regulations for erosion and siltation control in Prince
George's and Montgomery Counties.—In Prince George's and Mont-
gomery Counties, the Washington Suburban Sanitary Commission
shall, after consultation with and advice of the soil conservation
districts of the two counties and the Department of Natural Re-
sources, prepare and adopt regulations for erosion and siltation con-
trol requirements for utility construction, with the regulations to be
adopted and enforced as are other regulations of the Commission pur-
suant to the authority conferred upon it by other laws. These regula-
tions SHALL apply to all contractors doing work for the Washington
Suburban Sanitary Commission. NO UTILITY CONSTRUCTION
