REGULATION, THE DEPARTMENT OF PERSONNEL, THE DE-
PARTMENT OF EMPLOYMENT AND SOCIAL SERVICES, THE
DEPARTMENT OF TRANSPORTATION, THE DEPARTMENT
OF PUBLIC SAFETY AND CORRECTIONAL SERVICES, THE
DEPARTMENT OF GENERAL SERVICES, AND THE DEPART-
MENT OF BUDGET AND FISCAL PLANNING.
(c) From after July 1, 1972, all such rules, regulations and
standards proposed by each executive and administrative depart-
ment shall be forwarded to the Committee within a reasonable time
after their final formulation.
(C) THE SECRETARY OF STATE SHALL PROVIDE THE
FULL COMMITTEE WITH ANY RULES, REGULATIONS, AND
STANDARDS IN EXISTENCE ON JULY 1, 1972 AND ANY
CHANGES MADE THEREAFTER.
(d) The Committee shall meet as often as necessary to perform
its duties. The Committee may hold public hearings on the rules,
regulations and standards it decides to consider. Notice of any
hearing shall be published in a newspaper of general circulation
in each county and Baltimore City for four consecutive weeks prior
to the date of the hearing. The notice shall designate the time, place
and subject matter of the hearing. NOTICE OF ANY MEETING
SHALL BE MADE AVAILABLE TO THE PUBLIC ONE MONTH
PRIOR TO THE DATE OF HEARING.
(e) The Committee shall periodically report to the General As-
sembly and may make recommendations with respect to appropriate
legislative action necessary for the purose PURPOSE of modifying
or rejecting of any rule, regulation and procedure the Committee has
considered.
(f) On petition of any interested person or corporation the
Committee may review and make recommendations with respect to
any rule, regulation or standard promulgated and adopted by the
ANY executive and administrative department prior AND SUB-
SEQUENT to July 1, 1972.
(A) A JOINT STANDING COMMITTEE OF THE SEN-
ATE AND HOUSE OF DELEGATES OF MARYLAND IS
CREATED, TO BE KNOWN AS THE COMMITTEE ON AD-
MINISTRATIVE, EXECUTIVE AND LEGISLATIVE REVIEW
AND TO HAVE THE POWERS AND DUTIES HERE PRO-
VIDED.
(B) AT THE CONCLUSION OF EACH REGULAR SES-
SION OF THE GENERAL ASSEMBLY THE PRESIDENT OF
THE SENATE AND THE SPEAKER OF THE HOUSE OF
DELEGATES, EACH WITH THE APPROVAL OF THE RE-
SPECTIVE HOUSE OF THE GENERAL ASSEMBLY, SHALL
APPOINT RESPECTIVELY [TWO] FIVE SENATORS AND
[THREE] FIVE DELEGATES TO COMPRISE THE COM-
MITTEE UNTIL THE FOLLOWING YEAR. THE NUMBER
OF SENATORS AND THE NUMBER OF DELEGATES OF
EACH POLITICAL PARTY SHALL BE APPROXIMATELY IN
THE SAME PROPORTION AS THEIR MEMBERSHIP IN
EACH HOUSE. IN ALTERNATE YEARS THE PRESIDENT
AND THE SPEAKER SHALL NAME THE CHAIRMAN OF
