Administrative, EXECUTIVE AND LEGISLATIVE Review," to
create a Joint Standing Executive and Administrative Review
Committee composed of members of the General Assembly which
has the power to review and make recommendations to the Gen-
eral Assembly on all rules, regulations, and standards promulgated
by each executive and administrative department of the State gov-
ernment pursuant to the Administrative Procedure Act from and
after July 1, 1927; to provide for the number and manner of selec-
tion of the Committee's members; to provide for a procedure which
the Committee shall use when reviewing such rules, regulations and
procedures, TO CHANGE THE NAME OF THE COMMITTEE,
TO INCREASE ITS SIZE AND SPECIFY ITS COMPOSITION,
TO INCREASE ITS JURISDICTION, TO REQUIRE THAT ALL
PROPOSED RULES, REGULATIONS AND STANDARDS BE
SUBMITTED TO THE COMMITTEE and relating generally
thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section be and it is hereby added to OF Article 40 of
the Annotated Code of Maryland (1971 Replacement Volume), title
"General Assembly," to follow immediately after Section 26 thereof
and BE AND IT IS HEREBY REPEALED AND RE-ENACTED,
WITH AMENDMENTS, to be under the new subtitle "Joint Standing
Committee on Executive and Administrative, EXECUTIVE AND
LEGISLATIVE Review," and to read as follows:
Joint Standing Committee on Executive and Administrative
Review
[COMMITTEE ON LEGISLATIVE REVIEW] COMMITTEE ON
ADMINISTRATIVE, EXECUTIVE AND LEGISLATIVE REVIEW
(a) The Joint Standing Committee on Executive and Adminis-
trative Review is established. There shall be ten members of this
Committee, five to be members of the Senate of Maryland who
shall be appointed by the President of the Senate, and five to be
MEMBERS OF THE HOUSE OF DELEGATES appointed by the
Speaker of the House of Delegates. The appointments shall be at the
pleasure of the President of the Senate and Speaker of the House,
respectively. The Committee shall at its first meeting, select its own
chairman and vice-chairman, except that both of these persons shall
not be selected from members representing the same house of the
General Assembly.
(b) The Committee has the power to review all rules, regula-
tions and standards promulgated by each executive and administra-
tive department of the State government pursuant to the Admin-
istrative Procedure Act of Article 41 of this Code from and after
July 1, 1972, THE AGENCIES AND DEPARTMENTS UNDER
THE FOLLOWING SECRETARIATS: THE DEPARTMENT OF
HEALTH AND MENTAL HYGIENE, THE DEPARTMENT OF
NATURAL RESOURCES, THE DEPARTMENT OF ECONOMIC
AND COMMUNITY DEVELOPMENT, THE DEPARTMENT OF
STATE PLANNING, THE DEPARTMENT OF LICENSING AND
