tem of the State of Maryland] from and after July 1, 1968, any
teacher who is newly employed by the City of Baltimore and becomes
eligible to join the teachers' retirement system, shall become a mem-
ber of said retirement system.
Sec. 3. Be it further enacted, That Section 51(1) of Article 88B
of the Annotated Code of Maryland (1969 Replacement Volume and
1971 Supplement), title "State Police," subtitle "State Police Re-
tirement System," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
51.
The membership of the retirement system shall consist of the
following:
(1) Any person who shall become an employee as herein denned
after the date of establishment [may] shall become a member of
the retirement system Fat any time within the first two years of
his employment, but if he has not previously joined must become a
member at the end of that period] as a condition of employment,
and shall not be entitled to receive any pension or retirement allow-
ance from any other pension or retirement system supported wholly
or in part by the State of Maryland, anything to the contrary not-
withstanding. Any person, employed during the period July 1, 1970
through June 30,1972, who elected not to join the retirement system,
must become a member on the two year anniversary date of his
employment. The rate of contribution of [the] such employee shall
be determined by his age at the time he actually joins the system,
and will not be reduced for reason of service prior to joining, pro-
vided, however, that any such employee may purchase credit for serv-
ice before joining by paying the contributions due plus interest.
Such purchase may be made at any time prior to retirement.
Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add a new Section 54 to Article 78A of the Annotated
Code of Maryland (1969 Replacement Volume and 1971 Supple-
ment), title "Public Works," to follow immediately after Section
53 thereof, and to be under the new subtitle "Check Cashing,"
providing that the Board of Public Works may authorize or engage
in experimental or trial programs for cashing checks issued under
a program of the Social Services Administration and providing
for the purpose of these programs and the details of operation.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 54 be and it is hereby added to Article 78A
