and shall not be entitled to receive any pension or retirement allow-
ance from any other pension or retirement system if that pension
or retirement allowance is supported wholly or in part by the State
of Maryland, anything to the contrary notwithstanding, except bene-
fits from social security. Any person, employed during the period
July 1,1970 through June 30, 1972, who elected not to join the retire-
ment system, must become a member on the two year anniversary
date of his employment.
The rate of contributions of [the] such
employee shall be determined by his age at the time he actually
joins the system, and will not be reduced for reason of service prior
to joining, provided, however, that any such employee may purchase
credit for service before joining by paying the contributions due
plus interest. Such purchase may be made at any time prior to
retirement.

SEC. 2. Be it further enacted, That Sections 192(1) and 198(6) (c)
of Article 77 of the Annotated Code of Maryland (1969 Replacement
Volume and 1971 Supplement), title "Public Education," subtitle
"Chapter 17. Teachers' Retirement System," be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

192.

The membership of this retirement system shall be composed as
follows:

(1) All persons who shall become teachers after the date as of
which the retirement system is established, except those specifically
excluded under subsection (3) of this section, [may] shall become
members of the retirement system [at any time within the first two
years of his employment, but if he has not previously joined must
become a member at the end of that period] as a condition of their
employment, but this section shall not apply to veterans of World
War II who are not eligible to become members of the retirement
system because of some physical disability which disqualifies them
for membership, and such veterans who have completed the courses
of study required for teaching and have passed the required exami-
nations shall be eligible for teaching positions in the State regard-
less of their ability to become members of the retirement system.
Any person, employed during the period July 1, 1970 through June

(6) (c) Notwithstanding the provisions of Section 192, sub-
section (3) of this article, [any teacher who is employed by the
City of Baltimore after December 12, 1966, and is not a member
of the employees' retirement system of the City of Baltimore as of
July 1, 1968, may elect prior to the completion of two years of such
employment to become a member of the Teachers' Retirement Sys-
