CHAPTER 641
(House Bill 804)
AN ACT to repeal and re-enact, with amendments, Section 325C of
Article 43 of the Annotated Code of Maryland (1971 Replacement
Volume and 1971 Supplement), title "Health," subtitle "Plumbing,"
to provide that the Board of Commissioners of Practical Plumbing
shall enforce the plumbing regulations promulgated by the Secre-
tary of Licensing and Regulations and to provide that the Board
have the power to amend said regulations with the approval of
the Secretary.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 325C of Article 43 of the Annotated Code of Maryland
(1971 Replacement Volume and 1971 Supplement), title "Health,"
subtitle "Plumbing," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
325C.
The Secretary of The Department of Licensing and Regulation
shall on or before January 1, 1972, promulgate up-to-date plumbing
regulations based on the principles of environmental sanitation and
safety through properly designed, acceptably installed, and adequately
maintained plumbing systems. The political subdivisions may enact
and enforce plumbing regulations which meet or exceed the minimum
standards promulgated by the Secretary and if the subdivisions do
not enact and enforce these regulations the [State Department of Li-
censing and Regulation] State Board of Commissioners of Practical
Plumbing shall enforce the State regulations. Said Board shall have
the power to amend with the approval of the Secretary said regula-
tions from time to time as the need arises.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 642
(House Bill 816)
AN ACT to add new Section 288 (c) to Article 27 of the Annotated
Code of Maryland (1971 Replacement Volume), title "Crimes and
Punishments," subtitle "Health—Controlled Dangerous Sub-
stances," to follow immediately after Section 288(b) thereof
amending the criminal laws by providing a penalty for misconduct
by practitioners.
