tion, being Article 19 of the Code of Public Local Laws of Mary-
land), title "St. Mary's County," subtitle "County Commissioners,"
to provide in St. Mary's County for a new method of selecting
members for the Commission on Human Relations and generally
relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 30 (b) of the Code of Public Local Laws of St. Mary's
County (1965 Edition, being Article 19 of the Code of Public Local
Laws of Maryland), title "St. Mary's County," subtitle "County
Commissioners," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

30.

(b) There shall be eleven (11) members of the Commission who
shall be selected in the following manner: a representative of the
Catholic Clergy of St. Mary's County, to be designated by the Direc-
tor; a representative of the Ministerial Association of St. Mary's
County, to be designated by that association; a representative of the
Board of Education of St. Mary's County, to be designated by that
board; a representative of the St. Mary's County Bar Association, to
be designated by that association; four representative citizens of the
county to be appointed by the County Commissioners of St. Mary's
County;, [ONE MEMBER SHALL SERVE FOR A PERIOD OF
FOUR (4) YEARS, ONE FOR A PERIOD OF THREE (3)
YEARS, ONE FOR A PERIOD OF TWO (2) YEARS AND
ONE FOR A PERIOD OF ONE (1) YEAR, AND AS TERMS
EXPIRE THE COUNTY COMMISSIONERS SHALL FILL THE
VACANCY AND SUCH APPOINTEE SHALL SERVE FOR
A PERIOD OF FOUR (4) YEARS PROVIDED THAT SHOULD
THERE BE A VACANCY PRIOR TO THE EXPIRATION OF
A TERM, THE COMMISSIONERS SHALL FILL SAID VA-
CANCY FOR THE UNEXPIRED TERM; three representative
citizens of the county, one to be appointed by each elected representa-
tive of St. Mary's County in the General Assembly of Maryland.
The Commission shall be bi-racial in composition and the select-
ing groups and organizations shall give consideration of this
factor in selecting their representatives to serve on the Commission.
The members of the Commission, NOT APPOINTED BY THE
COUNTY COMMISSIONERS, shall serve for terms of four years
each from June 1, 1963, and ALL MEMBERS shall serve without
compensation, and the Commission shall file with the County Commis-
sioners no less than annually a comprehensive report covering its ac-
tivities.;} One member shall serve for a period of four (4) years, one
for a period of three (3) years, one for a period of two (2) years
and one for a period of one (1) year, and as terms expire the County
Commissioners shall fill the vacancy and such appointee shall serve
for a period of four (i) years provided that should there be a vacancy
prior to the expiration of a term, the Commissioners shall fill said
vacancy for the unexpired term.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
