all contract purchasers and all those persons holding a mortgage, a
deed of trust, or an option to purchase such property; provided, how-
ever, that the aforegoing time limitation and name requirement shall
not apply to applications filed by the District Council or by the Com-
mission.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1,1972.

AN ACT to repeal and re-enact, with amendments, Section
387C(b) (3) of Article 43 of the Annotated Code of Maryland (1971
Replacement Volume and 1971 Supplement), title "Health," sub-
title "Water, Ice and Sewerage," in Harford County to provide
that certain housing subdivisions must have a county-approved
water and sewerage distribution and collection system, and gen-
erally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 387C(b)(3) of Article 43 of the Annotated Code of
Maryland (1971 Replacement Volume and 1971 Supplement), title
"Health," subtitle "Water, Ice and Sewerage," be and it is hereby
repealed and re-enacted, with amendments and to read as follows:
387C.
(b) (3) In accordance with applicable regulations adopted by the
State Board of Health and Mental Hygiene pursuant to subsection (c)
of this section, each county plan shall delineate those areas where—
(I) Community water supply systems must be provided;
(II) Individual water supply systems may be installed and used
during an interim period, pending the availability of a programmed
community water supply system[;]. In Harford County, within the
areas outlined in the county plan to receive a community water sup-
ply system within ten years, ANY NEW subdivisions where one or
more houses are completed for occupancy APPROVED after July
JUNE 1, 1972, must have a county-approved water distribution
system AS A PREREQUISITE FOR THE ISSUANCE OF BUILD-
ING AND ZONING PERMITS.
(III) Individual water supply systems may be installed and used
for an indefinite period. In Harford County, within the areas out-
lined in the county plan to receive a community water supply system
within ten years, ANY NEW subdivisions where one or more houses
are completed for occupancy APPROVED after July JUNE 1, 1972,
must have a county-approved water distribution system AS A PRE-
REQUISITE FOR THE ISSUANCE OF BUILDING AND ZON-
ING PERMITS.
