1971 Supplement), title "Election Code," subtitles "Election Boards
and Employees," "Registration of Voters—General Provisions,"
"Registration of Voters—How and by Whom Conducted," "Loss of
Status as Political Party," "Vacancies in Nominations—In Gen-
eral," "Voting Machines," "Board of Canvassers," "Questions,"
and "Absentee Voting"; to repeal Section 3-19 of Article 33 of the
Annotated Code of Maryland (1971 Replacement Volume), title
"Election Code," subtitle "Registration of Voters—How and by
Whom Conducted"; and to repeal and re-enact, with amendments,
Section 59 of Article 41 of the Annotated Code of Maryland (1971
Replacement Volume), title "Governor—Executive and Adminis-
trative Departments," subtitle "1 The Executive Department," sub-
heading "Governor"; to make certain technical corrections in the
Election laws of this State; to repeal the obsolete provision of law in
the Election Code relating to the renewal REMOVAL of voters in
military service from the voter registry; to make a technical cor-
rection in the provision of law relating to the employment of
clerical help within the Executive Department for election busi-
ness; and relating generally to the Election laws of this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 2-3(a)(12), 3-4(b)(6), 3-18(a)(2), 4C-l(a), 9-2(c),
16-16(d), 17-3(a), 23-l(c), 23-11(b) and (c), 27-9(b) and 27-11 of
Article 33 of the Annotated Code of Maryland (1971 Replacement
Volume and 1971 Supplement), title "Election Code," subtitles "Elec-
tion Boards and Employees," "Registration of Voters—General Pro-
visions," "Registration of Voters—How and by Whom Conducted,"
"Loss of Status as Political Party," "Vacancies in Nominations—In
General," "Voting Machines," "Board of Canvassers," "Questions,"
and "Absentee Voting"; be and they are hereby repealed and re-
enacted with amendments; and that Section 3-19 of Article 33 of the
Annotated Code of Maryland (1971 Replacement Volume), title "Elec-
tion Code," subtitle "Registration of Voters—How and by Whom Con-
ducted," be and it is hereby repealed, and all to read as follows:

2-3.

(a)    Each member of the boards of the several political subdivi-
sions of the State shall receive an annual salary of not less than
the following amounts:

(12) Garrett County: [ ($900.00) ] $900.

3-4.

(b)    The constitutional qualifications of voters are the following;
each one of which is applicable to every voter:

(6) Not [the subject of any] under guardianship [proceedings;
nor], as a lunatic OR [nor], as a person who is non compos mentis;

3-18.

(a) Reports to the board shall be made by the several officials
in Baltimore City at least once each month, and in the several coun-
ties, by the last days of January and July in each year, as follows:

(2) The clerk of the Criminal Court of Baltimore City and the
clerk of the circuit court for each county shall file with said respec-
