the residue of the oil discharge or spillage, to the extent of damage
caused to the natural and recreational resources of the State, and
to the extent of any otherwise uncollectible fines levied against the
vessel, its owner or agent, its charter, or the owner or operator of
the terminal at which the vessel discharges or receives the bulk oil.
The remedies provided in this section shall be in addition to all
other remedies available. No bond shall be released without certifi-
cation by the Authority or the Department that the vessel has not
been a source of oil discharge or spillage into the waters of the
State. Where a vessel has presented adequate evidence of financial
responsibility to the federal government, it shall be exempt from the
Maryland provisions requiring the posting, and forefeiture, on cer-
tain conditions of a bond.
(b) Any vessel in the waters of the State for the purpose of dis-
charging, or which receives, cargo of bulk oil without being bonded
as provided in subsection (a) of this section, and the owner, agent,
and charterer thereof, and the owner or operator of the terminal at
which the vessel discharges or receives bulk oil without being so
bonded, shall be punished by a fine of not more than five thousand
dollars ($5,000.00).
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(House Bill 872)
AN ACT to repeal and re-enact, with amendments, Section 12(g)
of Article 77A of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Higher Education," subtitle "State Colleges,"
providing that the tuition waiver provided to students enrolled in
a teacher education program is abolished after July 1, 1972 A
CERTAIN DATE, and providing that students enrolled in such a
program on that date shall be permitted to complete their under-
graduate training with the benefit of the tuition waiver.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12(g) of Article 77A of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Higher Education," subtitle
"State Colleges," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(g) Students regularly admitted to or enrolled in any class at
the State colleges from the City of Baltimore and the several counties
who shall obligate themselves to teach in the public schools of the
State of Maryland, shall not be required to pay any tuition fees. This
tuition waiver shall not apply after July OCTOBER 1, 1972, except
that students enrolled in a teacher education program on July OCTO-
BER 1, 1972, shall be permitted to complete their undergraduate
program in accordance with the tuition waiver regulations in effect
