council of Baltimore of all expense funds received and expended by
him. The mayor and city council of Baltimore shall reimburse the
-State of Maryland for the administrative costs incurred due to the
employees of the Sheriff's office of Baltimore City being classified
employees of the State of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 68 of
Article 77A of the Annotated Code of Maryland (1969 Replace-
ment Volume and 1971 Supplement), title "Higher Education,"
subtitle "Aid to Nonpublic Institutions of Higher Education," and
to add new Section 68A to the same Article, title and subtitle of the
Code to follow immediately after Section 68 thereof, to correct an
error in Section 68, and to provide that the Maryland Council for
Higher Education shall assist the Board of Public Works in the
administration of the aid program provided for this subtitle, to
further provide for submission of reports or data concerning cer-
tain monies and limiting the utilization of monies payable under
this subtitle.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 68 of Article 77 A of the Annotated Code of Maryland
(1969 Replacement Volume and 1971 Supplement), title "Higher
Education," subtitle "Aid to Nonpublic Institutions of Higher Edu-
cation" be and it is hereby repealed and re-enacted, with amendments,
and that new Section 68A be and it is hereby added to the same
Article, title, and subtitle of the Code to follow immediately after
Section 68 thereof, and to read as follows:
68.
The Board of Public Works [is authorized to] assisted by the
Maryland Council for Higher Education shall adopt criteria and pro-
cedures, not inconsistent with this subtitle, for the implementation
and administration of the aid program provided for by this subtitle,
including but not limited to criteria and procedures for the submission
of applications for aid under this subtitle, for the verification of
degrees conferred by the applicant private institutions of higher
education, for the submission of reports or data concerning the utiliza-
tion of these monies by such institutions, and for the method and
times during the fiscal year [or] for paying the aid provided for by
this subtitle.
68A.
None of the monies payable under this subtitle shall be utilized by
the institutions for sectarian purposes.
