(b) To review petitions for formation of shore erosion control
districts presented to any of the counties of Baltimore City and to
report to the counties or Baltimore City as provided by Section 167B
of Article 25 of this Code.
(c) To provide technical assistance to individual property owners,
municipalities and counties having specific shore and bank erosion
problems.
(d) To design, or cause to be designed, shore erosion control
structures, including vegetative cover, in shore erosion control
districts.
(e) To enter into agreements with persons, corporations, munici-
palities or counties for construction of shore erosion control struc-
tures.
(f) To administer the State Shore Erosion Control Construction
Loan Fund to provide loans to persons, municipalities or counties in
support of construction of shore erosion control structures.
(g) To supervise or make provision for the supervising of the
design and erection of all shore protective devices financed wholly
or in part by the State Shore Erosion Construction Loan Fund.
(h) To prepare requests for appropriation of funds necessary to
maintain the State Shore Erosion Control Construction Fund.
(i) To cooperate with the following agencies:
(1) The State Roads Commission for shore erosion control where
essential to protect municipal, county or State roads.
(2) The United States Army Corps of Engineers for the conduct
of shore erosion studies.
(3) The Soil Conservation Service, United States Department of
Agriculture, in evaluation and application of vegetative measures for
shore erosion control.
(j) To design, construct and maintain shore erosion control
works on state-owned lands [when such projects are included in the
annual budget for the Shore Erosion Construction Loan Fund].
(k) To promulgate regulations for the administration and imple-
mentation of this subtitle.
Sec. 2. Be it further enacted, That Section 757(e) of Article 66C
of the Annotated Code of Maryland (1970 Replacement Volume), title
"Natural Resources," subtitle "Shore Erosion Control," be and it is
hereby repealed.

[(e) Upon the recommendation of the Department of Natural
Resources, the Board of Public Works may, by resolution, authorize
the establishment of a shore erosion control district. In this event, it
shall be mandatory for all property owners within the district to
participate in the shore erosion control project.]
Sec. 3 2. Be it further enacted, That new Section 758A(f) be and it
is hereby added to Article 66C of the Annotated Code of Maryland
