are empowered to exercise over any water supply, waste water puri-
fication or solid waste disposal project authorized by this article
except as provided for in Section 12(e) of this article. Provided
further that nothing herein contained shall be taken as authority or
power to interfere with, restrict or otherwise affect the operation of
existing waste water purification, WATER SUPPLY or solid waste
disposal projects found by the Secretary of Health and Mental Hy-
giene to be adequately and lawfully operated by municipalities having
jurisdiction or responsibility for them, except by their express con-
sent and agreement.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 756 SEC-
TION 757(E) of Article 66C of the Annotated Code of Maryland
(1970 Replacement Volume), title "Natural Resources," subtitle
"Shore Erosion Control"; to repeal Section 757(e) of said article,
title and subtitle, and to add new subsection (f) to Section 758A
of Article 66C of the Annotated Code of Maryland (1970 Replace-
ment Volume and 1971 Supplement), title "Natural Resources,"
subtitle "Shore Erosion Control,"AND TO ADD NEW SECTION
758A(F) TO THE SAID ARTICLE AND SUBTITLE OF THE
CODE, to follow immediately after Section 758A(e) of said article,
title and subtitle, to remove a restriction on shore erosion control
on State owned lands, to delete THEREOF, TO REPEAL a pro-
cedure for creating shore erosion control districts by resolution
of the Board of Public Works, and to provide that counties, the
City of Baltimore, and municipal corporations are eligible to re-
ceive interest-free loans from the Shore Erosion Control Construc-
tion Loan Fund covering the full project construction cost of ap-
proved projects.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 756 of Article 66C of the Annotated Code of Maryland
(1970 Replacement Volume), title "Natural Resources," subtitle
"Shore Erosion Control," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
The Department of Natural Resources shall have the following pow-
ers and duties:
(a) To develop and implement a program to educate the public
on all phases of shore and bank erosion, its causes, its effects, the
locations where erosion is a problem, and steps to be taken to control
erosion.
