gram, a handicapped child shall be one with a physical, mental
and/or emotional impairment which, in the judgment of the Depart-
ment makes a special educational and training program necessary
or desirable to help the child attain a scholastic achievement as near
normal as feasible. Children who suffer from mild, moderate, severe
or profound hearing loss shall be included within this definition.
The Department of Education shall adopt standards and promulgate
rules and regulations based thereon, for the nonmedical examination,
classification, and education of such handicapped children, for the
qualifications of teachers, for curriculum and equipment, and gen-
erally for the supervision and operation of the program herein
provided for.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 88 (a) of
the Code of Public Local Laws of Charles County (1969 Edition,
being Article 9 of the Code of Public Local Laws of Maryland),
title "Charles County," subtitle "County Treasurer," to increase
the fee charged by the County Treasurer for advertising the list
of delinquent taxpayers in Charles County. PROVIDING FOR
FEES TO BE RECEIVED BY THE TREASURER OF CHARLES
COUNTY FOR EACH NAME ADVERTISED IN THE LIST OF
DELINQUENT TAXPAYERS AND EACH NAME ADVER-
TISED IN THE ADVERTISEMENT OF SALE, CLARIFYING
CERTAIN LANGUAGE IN REGARD TO ADVERTISING FEES
AND GENERALLY RELATING TO THE FEES, COSTS, EX-
PENSES AND PROCEDURES RELATING TO TAXES THAT
ARE DUE AND IN ARREAR.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 88 (a) of the Code of Public Local Laws of Charles
County (1969 Edition, being Article 9 of the Code of Public Local
Laws of Maryland), title "Charles County," subtitle "County Treas-
urer," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
88.
(a) For the collection of all taxes for State or county purposes
that may be due on April 11, 1910, the said treasurer shall proceed
as required by Section 9 of Chapter 509 of the Acts of 1908. For all
taxes which are levied after April 11, 1910, and that are due and
in arrear, the treasurer shall immediately after the first day of
February in each year, make up a list of all delinquent taxpayers,
and the amount for which they are respectively in arrears, and
publish the same in one week's edition in not more than three news-
papers of general circulation published in Charles County; and if
