Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-305 (a) of Article 66½ of the Annotated Code of
Maryland (1970 Replacement Volume), title "Vehicle Laws," sub-
title "Highway Safety Administration," subheading "Part III. De-
partment of Motor Vehicles," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
2-305.
(a) For the purpose of enabling him properly and fairly to com-
ply with the provisions of Subtitle 6 regarding the physical and
mental condition of persons who seek to drive on the highways of
this State, the Commissioner may appoint a Medical Advisory
Board of qualified doctors of medicine [.] , and any practitioner of
any other health profession licensed to practice in accordance with
Article 43, Annotated Code of Maryland (1971 Replacement Volume).
AND QUALIFIED OPTOMETRISTS. The Commissioner also may
appoint a medical secretary to serve under the Board.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 102
of Article 77 of the Annotated Code of Maryland (1969 Replace-
ment Volume and 1971 Supplement), title "Public Education,"
subtitle "Chapter 7. Handicapped Children," to include within
the definition of "handicapped children" , FOR PURPOSES OF
EDUCATION AND TRAINING UNDER THE EDUCATION
LAWS, those children with certain varying degrees of hearing
loss.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 102 of Article 77 of the Annotated Code of Maryland
(1969 Replacement Volume and 1971 Supplement), title "Public
Education," subtitle "Chapter 7. Handicapped Children," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
102.
The Governor shall place in the State budget each year an item
for the education and training of handicapped children under six
years of age. The appropriation as finally determined by the General
Assembly shall be expended under the supervision and control
