(a) The Authority and its officers and agents may perform such
acts and enter into such agreements, not inconsistent with law, as
may be necessary or desirable in connection with the duties and
powers conferred upon the Authority by this article, SUBTITLE,
in the matter of acquiring, constructing, completing, maintaining,
operating, repairing, or insuring or replacing any public mass trans-
portation system or any part thereof acquired, constructed, or com-
pleted under this article, for the safeguarding of funds and rev-
enues required for this article, SUBTITLE, and for the payment of
the revenue bonds issued pursuant to this article SUBTITLE.

(a) The Salisbury Wicomico Transportation Commission is
abolished.
(b) All assets, tangible or intangible, including but not limited
to, property real and personal, money due and owing, accounts
receivable, chattel paper, contract rights owned, leased or held by,
in behalf of, or in the name of the Salisbury Wicomico Transporta-
tion Commission are transferred to and vested in the Authority.
(c) All liabilities, debts, expenses and obligations assumed by or
in behalf of the Salisbury Wicomico Transportation Commission are
transferred to and assumed by the Authority.
(d) All rules and regulations passed by the Salisbury Wicomico
Transportation Commission, enacted by the County or City, and in
effect on the effective date of this Act shall continue to have full
force and effect until such time as repealed by the Authority.
This article, SUBTITLE, being necessary for the welfare of a large
portion of the State of Maryland and its inhabitants, shall be liberally
construed to effect the purposes thereof.
The provisions of this article SUBTITLE are declared to be sep-
arable, and in the event that it be judicially determined that any
word, phrase, clause, item, sentence, paragraph, or section of this
article, SUBTITLE, or the application thereof, to any person or cir-
cumstance, is invalid, the remaining provisions and the application of
such provisions to other persons or circumstances shall not be affected
thereby.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
