of any kind or character or in any form for or in aid, of or in
connection with any matter or thing which is deemed by the Au-
thority to come under or within its jurisdiction, power, or authority,
and make and execute any contract, agreement, or other legal
instrument with any of said legal entities in furtherance of any such
petition, receipt or acceptance.
(p) The Authority shall develop, or cause to be developed, from
time to time, an overall plan or plans, including any and all
necessary or convenient surveys and studies, directed to securing
and establishing for the county an efficient, coordinated and rapid
mass transportation system, together with any and all proposed
legislation and methods of financing that may be necessary or con-
venient to place any such plan in operation.
(q) Provisions for meeting costs—Provide by resolution for meet-
ing the cost of carrying out the nonadministrative general powers
set forth in this section:
(1) Through the expenditure of any funds available for that
purpose;
(2) Through the issuance of bonds, notes, or other evidences of
indebtedness for that purpose, payable solely from revenues derived
from any public transit or transportation facilities owned by the
Authority.
(3) Through the issuance of bonds, notes, or other evidences of
indebtedness secured solely by the credit of specific property owned
by the Authority;
(4) From any other funds which may be obtained for that
purpose under any law of the United States or any State; or
(5) From any combination of any or all such methods of providing
funds for that purpose.
(r) Acts to carry out express powers—Do any and all acts and
things necessary or convenient to carry out any and all of the
powers expressly granted in this article. SUBTITLE.

The Authority on and after January 1, 1973, SUBJECT TO THE
PUBLIC SERVICE COMMISSION OF MARYLAND, may:
(a) Grant licenses and permits to legal entities to own, control,
operate, or maintain mass transportation systems by bus in the
County.
(b) Subject to the Public Service Commission of Maryland, deter-
mine, DETERMINE, fix, and amend just and reasonable fares, fees,
rates, or other charges made by any legal entity operating or main-
taining a mass transportation system by bus in the County; just and
reasonable rates may, in the discretion of the Authority, be rates
which yield a reasonable ratio of prudent operating expenses to
operating revenues, set with the view to the effect of such rates upon
movement of traffic, adequacy of service, replacements, ability to
attract necessary capital, and rates generally charged for compar-
able services.
