serve at the pleasure of the Authority. The secretary-treasurer shall
be responsible to the Authority, and he shall keep a record of the
proceedings of the Authority and shall be custodian of all books,
documents and papers filed with the Authority and of the minute
book or journal of the Authority and of its official seal. He shall,
upon request, cause copies to be made of all minutes and other
records and documents of the Authority and give certificates under
the official seal of the Authority to the effect that such copies are
true copies; all persons dealing with the Authority may rely upon
such certificates, and such copies when so certified shall be received
as evidence in any court of law or equity, or before any judge, justice
of the peace, or other OF ANY tribunal in this State, in the same
manner and with the same effect as if the original books, papers,
entries, records or proceedings were themselves produced. The secre-
tary-treasurer shall perform such other duties as may be imposed
upon him by law or as may be assigned to him by the Authority.
(i) The Authority may also appoint an executive director who
shall not be a member of the Authority and who shall serve at the
pleasure of the Authority, be responsible to it, and receive such
salary as may be fixed by the Authority from time to time. The
executive director shall perform any and all duties as may be
imposed upon him by law or as may be assigned to him by the
Authority.
(j) (I) No member, officer, employee or advisor of the Authority
shall accept from any person or company subject to the regulatory
jurisdiction of the Authority, its officers, agents or employees any
present, gift, gratuity or any special consideration of any hind
whatsoever.

(a) The SUBJECT TO THE PUBLIC SERVICE COMMISSION
OF MARYLAND, THE Authority has jurisdiction (1) over the
transportation by bus for hire by any carrier of persons between
any points in the County and over the persons engaged in rendering
or performing such transportation services and (2) over such other
forms of transportation as the City and County may hereafter
by their joint reso- PORTATION AS THE COUNTY, AFTER CON-
SULTATION WITH THE CITY AND SUBJECT TO CONCUR-
RENCE BY THE CITY, MAY BY ITS RESO- lution direct, and it
may exercise any and all of its powers and duties, as defined and
set forth in this article, SUBTITLE, in all of the territory within
the boundary lines of the Wicomico County.
(b) The Authority may develop an overall plan in the County
for mass transportation directed to the most efficient and economic
combination of mass transportation systems for the movement of
all mass transportation. In order to accomplish the purposes of this
article, SUBTITLE, the Authority may:
(c) Have perpetual succession, and sue and be sued in its own
name and plead and be impleaded in suits in law and equity.
(d) Adopt an official seal and alter the same at its pleasure.
(e) Adopt, promulgate, amend and repeal rules and regulations
for the regulation of its affairs and the conduct of its business.
