"Allegany County," subtitle "Bel Air Special Taxing Area," as
added by Chapter 98 of the Acts of 1971; and to repeal Section 13C
of the same Article, title and subtitle (1967 Supplement), and
to enact new Section 13C in lieu thereof, to stand in the place of
the section repealed, to provide for the retention of a lawyer and
accountant by the Citizens' Committee; for a new method of
selecting the Citizens' Committee, and generally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 13B (c) of the Code of Public Local Laws of Allegany
County, being Article 1 of the Code of Public Local Laws of
Maryland, title "Allegany County," subtitle "Bel Air Special Taxing
Area," as added by Chapter 98 of the Acts of 1971, be and it is hereby
repealed and re-enacted, with amendments; and that Section 13C
of the same County, Article of Public Local Laws, title and subtitle
(1967 Supplement), be and it is hereby repealed and that new Section
13C be and it is hereby enacted in lieu thereof, to stand in the place
of the section repealed, all to read as follows:
13B.
(c) Any moneys, from whatever source derived, held by the
Citizens' Committee after making provisions for lights may be
expended for:
(1) Whatever purposes as are expended by contributions to the
voluntary fire departments providing fire protection to the Bel Air
Tax area;
(2) The construction and maintenance of community playgrounds
and other recreational and play areas; and
(3) The provision for other community projects and services as
needed or desired by the citizens of the Bel Air Tax area.
The expenditure of any surplus funds held by the Citizens' Com-
mittee for the special tax area shall be made only after due
consideration by the Committee and [a concomitant majority vote of
the Directors of the Bel Air Community Council, Inc. A majority
vote of both organizations and both boards shall be necessary to
expend the surplus funds.] upon a majority vote of the Committee.
The Citizens' Committee may employ an accountant to audit its
books and accounts and may also em/ploy whatever legal counsel it
deems necessary. The Citizens' Committee shall always keep available
and open to public inspection by residents of the Bel Air taxing
area its books and accounts.

(a) Appointment. From and after March 30, 1965, until the second
Monday in January, 1966, the Citizens' Committee of Bel Air is
constituted as follows: Erwin H. Elbrecht, Jerome T. Ruszkowski
and Robert E. Hetzel; and the first named until otherwise directed
by the Committee, is the Chairman thereof. Each member shall
qualify as such Committeeman by taking an oath before any officer
in Allegany County authorized by law to administer oaths, diligently
