Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 440
(Senate Bill 666)

AN ACT to repeal and re-enact, with amendments, Section 4-110
of Article 66½ of the Annotated Code of Maryland (1970 Re-
placement Volume and 1971 Supplement), title "Vehicle Laws,"
subtitle "Subtitle 4 Antitheft Laws," to amend the vehicle laws
relating to the altering or forging of certain documents and plates.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4-110 of Article 66½ of the Annotated Code of Mary-
land (1970 Replacement Volume and 1971 Supplement), title "Ve-
hicle Laws," subtitle "Subtitle 4 Antitheft Laws," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

4-110.

(a)  It shall be a misdemeanor for any person to commit any of
the following acts:

1.  To alter with fraudulent intent any certificate of title, registra-
tion card, [permanent] registration plate, or permit issued by the
[Department] Administration.

2.  To forge, counterfeit or duplicate or to attempt to forge,
counterfeit or duplicate or to manufacture, construct or possess any
paraphernalia for use in such forging, counterfeiting or duplicating,
with fraudulent intent, any certificate of title, registration card,
registration plate, validation tab, permit or any other official docu-
ment issued by the [Department of Motor Vehicles] Administration,
or, with the intent to defraud, to possess, give away, sell, or at-
tempt to sell any forgery, counterfeit, or duplication thereof.

3.  To alter, forge, or falsify with fraudulent intent any assign-
ment upon a certificate of title.

4.  To hold or use any such document or [permanent] registration
plate knowing the same altered, forged or falsified.

(b)  '[As used in this section "temporary registration plate" means
only a plate valid for a period not determined by reference to the
annual registration period and made of cardboard or other non-
durable material. "Permanent registration] "Registration plate,"
as used in this section, means every [other] plate or marker required
by law to be attached to a ([motor] vehicle with or without motive
power, but shall not include the temporary number plate or plates
referred to in Section 3-415 (b) of this article.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
