(H) IF A BLOOD TEST IS ADMINISTERED TO A PREG-
NANT FEMALE UPON ENTERING A HOSPITAL FOR DELIV-
ERY, THE BLOOD TEST SHALL INCLUDE A TEST FOR
SICKLE CELL ANEMIA.

(h) (I) The Secretary shall formulate a statewide plan for edu-
cation concerning the detection and treatment of sickle cell anemia
and the sickle cell trait. This plan shall reflect a fair and equitable
allocation of funds that the State may appropriate from year to
year for sickle cell anemia and the sickle cell trait programs.

(i) (J) The Secretary's plan shall include but not be restricted to
the following:

(1)  testing and counseling of individuals on a voluntary basis for
sickle cell anemia and the sickle cell trait;

(2)  compiling and evaluating available data to the end of gaining
a better understanding of the nature of the disease;

(j) (K) An advisory committee of eleven members, to be appointed
by the Governor, shall be established to advise the Secretary as to the
formulation of the statewide plan.

(k) (L) Members of the advisory committee shall serve without
pay, and the majority of the members shall be representative of con-
sumers of health services.

(l) (M) The Secretary is authorized to submit proposals to the
federal government of the United States for programs he deems
appropriate to implement his statewide plan.

(m) (N) The Secretary shall submit to the legislature on an an-
nual basis beginning January 1 following the effective date of this
bill, and on each January 1 thereafter, a report summarizing the
activities in the State in regard to sickle cell anemia. The report may
be part of a larger report on other State problems submitted to the
legislature by the Secretary. Also, the Secretary shall submit to the
Governor and the legislature any recommendations which he deems
necessary regarding problems of sickle cell anemia.

(n) (O) Participation in any program under this section shall be
wholly voluntary.

(o) (P) All information obtained from an individual and all speci-
mens from an individual shall be held as a confidential medical
record except for:

(1)  information which the individual or his legal guardian con-
sents to be released; or

(2)  statistical data compiled without reference to the identity of
any individual.

(p) (Q) And be it further enacted that this Act shall be known as
the Sickle Cell Anemia Information and Prevention Act of 1972.

6A.

In a manner prescribed by the Secretary of Health and Mental
Hygiene each applicant for a marriage license in this State shall be
informed at the time of the application of the existence of the
